Charter of the Party

CHARTER OF THE MOVEMENT OF ENTREPRENEURS AND BUSINESSMEN-LIBERAL DEMOCRATIC PARTY OF UZBEKISTAN

I.GENERAL PROVISIONS

1.1. “The Movement of Entrepreneurs and Businessmen-Liberal Democratic Party of Uzbekistan” is thenational political organization representing the interests of the class and the political will of the owners, small businesses, entrepreneurs and business people, farmers, representatives of public organizations, experts in the field of production, as well as inventors, scientists and citizens seeking through their entrepreneurship and private initiative to promote the welfare of the people.

"The Movement of Entrepreneurs and Businessmen - Liberal Democratic Party of Uzbekistan" is open to all citizens who want to make an informed and responsible participation in the formation of a democratic State in Uzbekistan, the open civil society, a free social market economy as a necessary condition to ensure the prosperity of the country, the welfare of the people, free and harmonious development of personality.

1.2. "The Movement of Entrepreneurs and Businessmen - Liberal Democratic Party of Uzbekistan" carries out its activities in accordance with the Constitution of the Republic of Uzbekistan, the Constitutional Law of the Republic of Uzbekistan. "On strengthening the role of political parties in the renewal and further democratization of State governance and modernization of the country", Laws of the Republic of Uzbekistan. "On political parties”,“On the financing of political parties” and other acts of current legislation and this Statute”.

1.3. The activity of the Movement of Entrepreneurs and Businessmen-Liberal Democratic Party of Uzbekistan"is based on the principles of free will, freedom of entry and exit from the Party, the equality of their member’s rights, self-administration, legality and openness.

1.4. The Party operates its activity on the territoryof the Republic of Uzbekistan.

1.5. "The Movement of Entrepreneurs and Businessmen - Liberal Democratic Party of Uzbekistan" is a legal entity which has its seal, stamp, letterheads and accounts in banks of Uzbekistan.

1.6 The Party possesses property, property rights, respects the rights and obligations of the legal entity under the national legislation.

1.7. The full official name of the Party:

-In the Uzbek language: "Tadbirkorlar va Isbilarmonlar Harakati O`zbekiston Liberal Demokratik Partiyasi";

-In the English language: "The Movement of Entrepreneurs and Businessmen-Liberal Democratic Party of Uzbekistan".

Short official name of the Party:

-In the Uzbek language: "O`zbekiston Liberal Demokratik Partiyasi" or "O'zLiDeP";

-In the English language: "The Liberal Democratic Party of Uzbekistan" or "UzLiDeP".

1.8. The Party can have its own anthem, flag and logo (badge).

1.9. The address of the permanent governing body of the Liberal-Democratic Party of Uzbekistan is:73 “a” Nukus street, Mirabad district, Tashkent city, Postal code 100015, The Republic of Uzbekistan.

II. OBJECTIVES AND TASKS OF THE LIBERAL –DEMOCRATIC PARTY

2.1. The main objectives of the Liberal Democratic Party are:

The first objective. To organize into a political force,  to open up a  new opportunitiesfor broader activities of entrepreneurs and business people, both theoretically and practically justify their perspective, to effectively protect the interests of this layerof society and, ultimately, to ensure their future. On behalf of this class to enter to the political scene Uzbekistan and take its rightful place.

The second objective.To mobilize the forces and capabilities of the Party to develop and implement, jointly with other parties and movements,  the action programs that meets the national interests of the country and strategic perspectives of its development, relating mainly to the construction of a democratic, based on the principles of market economy, rule of law, the creation of opportunities for the development of civil society, bringing to consciousness of citizens, particularly young people, and especially young people, the introduction in life of the people the democratic values.

The third objective. To ensure the Party active participation in governing the State, its influence on the emerging social attitudes, political and economic reforms. To help solve vital problems of socio-economic and political development of the State, to increase the international authority of Uzbekistan, the keep peace and tranquillity, the strengthening of interethnic and civil accord in the country. Make a worthy contribution to the education of young people in a spirit of respect, love and pride in their Homeland, ready at all times to protect and promote the independence, spiritual values, national and religious traditions and customs of the people, respect the interests of other Nations and peoples, to fight against attempts to undermine their interests.

The fourth objective. To bring to consciousnessof the wider public, the liberal-democratic ideas and values, which are the political platform of the Party, to organize and conduct well-reasoned work to promote the Party policy to strengthen its ranks. Nominate their candidates, who loyal to the ideas of the Party and winning the trust of voters, to the representative and executive bodies of state power.

2.2. The main tasks of the Liberal Democratic Party are:

- as a Party of the parliamentary majority, which has great influence on the adoption of laws and Government decrees -ensuring the practical implementation of the provisions of the programme and the political platform of the Party, to effectively protect the interests of their electorate;

- to contribute tothe modernization of the country and the stable development of the economy, providing practical guarantees of freedom of entrepreneurship, removing obstacles to the formation of a class of real property owners, further improving the system of legal protection of enterprise entities through the initiative and active participation in solving the most important problems in the process of further deepening market reforms;

- to undertake initiatives aimed at further deepening of democratic reforms in the field of state and public construction and the formation of a strong civil society,  the establishment of an extensive network of non-State, non-profit organizations, which provide to the citizens varied forms for exercising their civil rights acoording their interests, informed and responsible their participation in the life of society and State governance;

-the further development of the farmer's movement through active participation in deepening reforms in the agrarian sphere, forming the village of real proprietors, to facilitate the implementation of fundamental changes aimed at strengthening agriculture as the most promising and effective forms of farming in rural areas;

-to attract the public attentionto important political and socio-economic issues and forming positive public opinion on how to solvethem by means of direct cooperation with self-governing bodies of citizens, State and public organizations;

-formation and the upbringing of the political elite in the face of highly skilled, with sufficient political and legal training of activists and supporters of the Party, who would be nominated as candidates for deputies of all levels of the legislative and executive branches of Government;

-to coordinate the Party activity in the Legislative Chamber of the OliyMajlis and party groups in local representative public authorities, the formation of the ability of a coherent and focused implementation of the legislative initiative within the framework of the implementation of the programme of the Party, improve the forms and methods of work;

-to implement the party policy aimed at increasing women's political participation, their role and status in society, as well as the participation of youth in political processes of the country, bring  the ranks of Party representatives, women and youth who have leadership skills and support the party ideas, and  formation from them personnel reserve;

- to create the effective system of party political leadership training, the primary party organizations, members of the deputy groups and other activists, preparation of a reserve of the managerial personnel, capable of progressive thinking, to work in conditions of reforming society, effectively solve the issues arisen before the Party, recommend them for vacant posts in the public executive bodies.

2.3. The Liberal Democratic Party of Uzbekistan within the framework of the law for is implementing following goals and objectives which defined in its Charter:

-takes measures for the implementation of programmes aiming at the effective information of the population about the goals and objectives of the party, to the systematic study of the socio-economic problems and resolve them by means of the Party, including by identifying the priorities of socio-economic development of the regions, search and unutilized reserves to improve the well-being of the population;

-forms after the election his faction in the Legislative Chamber of the Oliy Majlis and party groups in local representative public bodies, actively carry out through them a political initiatives aimed at the adoption of laws and government decisions in the interests of social party supporters   - the middle class owners, entrepreneurs and business people;

-assists Party members who elected in legislative and representative bodies of public authority;

-provides full participation of people's deputies in democratic elections at all levels, from regional and Municipal Councils to the Legislative Chamber of the Oliy Majilis of the Republic of Uzbekistan-by nominating candidates in all electoral districts formed;

-participates in the elections of the President of the Republic of Uzbekistan.

 

III. MEMBERSHIP IN THE LIBERAL DEMOCRATIC PARTY OF UZBEKISTAN

3.1. The Liberal Democratic Party of Uzbekistan establishes a fixed membership. A member of the Party can be every citizen of Uzbekistan who has reached the age of 18 years, acknowledging the Party program and the requirements of the Charter, regardless of gender, race, nationality, language, religion, social origin or position in society.

3.2. Membership in the Liberal Democratic Party of Uzbekistan is individual. Adoption of the Party is based on the application submitted to the Party organization at the place of residence or work, or to the relevant councils of the Republic of Karakalpakstan, regions and Tashkent city, as well as areas (cities).

Individuals to become a member of the Liberal Democratic Party of Uzbekistan, the Party organization at their place of residence or work Party member is issued a certificate of the established sample.

3.3. The individualsare considered to be members of the Liberal Democratic Party of Uzbekistan, maywithdrawfreely from the Party, in writing stating this in the primary Party organization.

3.4. A Party member can be brought to disciplinary accountability or expelled from the Party for disobeying the Charter of the Party, action, insult or harm. The decision to expel from the Party is permitted by the district (municipal) Office parties and is submitted for approval to the regional Party organization.

The decision to expel from the Party members of the Councils of the regional Party organization and district (municipal) Party offices is permitted the regional Party organization and is approved by the Executive Committee of the political Council of the Liberal Democratic Party of Uzbekistan.

3.5. The decision to expel from the Party may be appealed to the higher Party bodies.

3.6. Member of the Liberal-Democratic Party of Uzbekistan may not be at the same time member of other parties or public associations (movements), created for political purposes.

3.7. Membership in the Party may be suspended in accordance with the law or suspended altogether. Under the law, a person with a suspended membership equal in status to the Party's supporters. Proponents of the Liberal Democratic Party of Uzbekistan are not considered members.

3.8. Every citizen of Uzbekistan who has reached the age of 18 years, who supports the programme of action, the Charter and the Party can become a supporter of the Party.

IV. RIGHTS AND OBLIGATION OF THE MEMBER LIBERAL DEMOCRATIC PARTY OF UZBEKISTAN

4.1. The Member of the Liberal Democratic Party of Uzbekistan has the right:

  • to participate in the activities of Party organizations at various levels to express

their views freely and to make proposals for improving the activities of the Party;

-toelect the leadership of the Party, to refer to them with applications and proposals;

-to be put forward for the Party candidate in the legislative and executive bodies of state power;

-to be recommended as a representative of the Party in public associations, non-governmental not-for-profit organizations and foundations operating in accordance with the legislation of the Republic of Uzbekistan;

-to use the assistance of parties to protect their legitimate rights and interests, to receive counseling, legal and other assistance;

4.2. Member of Liberal-Democratic Party of Uzbekistan is obliged:

-to respect the Constitution of the Republic of Uzbekistan, laws, ethics and moral norms of society;

-to carry out the program and requirements of the Charter Party, strictly observe Party discipline;

-to fulfill decisions of the governing bodies of the Party;

-to contribute to the achievement of program objectives and tasks of the Party;

-to protect the interests of the parties, to promote her ideas, goals and objectives and actively involved in the implementation of them;

-to pay membership fees;

-to take regular Party training in the manner determined by the governing body or of the regional Party organization;

-in the case of Deputy legislative, representative body of State power to be part of Deputy association Party (faction, Party groups) and to act in accordance with the decisions of the Congress, the governing bodies and regional Party organizations.

V. ORGANIZATIONAL STRUCTURE - LIBERAL DEMOCRATIC PARTY OF UZBEKISTAN

5.1. The Liberal Democratic Party of Uzbekistan is formed on a territorial basis: regional Party organizations-the Republic of Karakalpakstan, the regions and Tashkent city, constituent district (City) offices, primary Party organizations.

5.2. In the Republic of Karakalpakstan, the regions and Tashkent city are only created by one of the regional Party organization.

5.3. The district (City) branchs of the Party creates in order to coordinate, combining the activity of primary of the Party organizations, bringing to them the decisions of higher Party organizations and ensure their implementation.

5.4. The Primary Party Organization is the main link and the foundation of the Party. It is a grassroots of Party structure that has pervasive opportunities for direct contact with representatives of all segments of the population and providing them exposure.

The Primary Party Organization forms on the basis of a voluntary association to erudite, competent and dedicated, with socio-political training people with new ideas and proposals in the deepening of reforms in the country, capable of the Party means to express the interests of entrepreneurs, farmers, and representatives of the private sector and other members of the Party.

The Primary Party Organization to be proactive and distinguished for business, which  able to rapidly change forms and methods of work in accordance with the tactical goals of the Party, really help people in solving their urgent and everyday problems.

VI. ADMINISTRATION BODIES OF THE LIBERAL-DEMOCRATIC PARTY OF UZBEKISTAN AND THEIR POWERS

6.1. The highest governing body of the Liberal Democratic Party of Uzbekistan

6.1.1. The highest governing body of the Liberal Democratic Party of Uzbekistan is the Congress, which is held at least once every three years. The Congress is considered competent if it involves more than half of the representatives (delegates) regional Party organizations and more than half of the delegates of the Congress.

6.1.2. Extraordinary Congress shall be convened by decision of the Political Council, on the proposal of the Executive Committee of the Central Political Council, the Central Supervisory and Auditing Commisssion or at the request of one third of regional Party organizations.

6.1.3. The decision to convene the ordinary and the extraordinary Congress of the Political Council of the Party shall be notlater than one month before the due date of the vote. In this decision also establishes the agenda for the Congress, the rules of representation and the procedure for the election of delegates.

6.1.4. The Congress delegates are elected at Party conferences of regional organizations in accordance with the procedure laid down in the decision on the convening of the Congress.

6.1.5. The members of the Political Council of the Central Supervisory and Auditing Commisssion of the Party and in the Legislative Chamber of the Oliy Majilis considered direct (unelected) delegates of the Congress.

6.1.6. The exclusive competence of the Congress are:

-the adoption and approval of the programme and of the Charter of the Party, the introduction of amendments and additions;

-identification of the main directions of activities of the Party;

-election of the members of the Political Council of the Party;

-election of the Central Supervisory and Auditing Commisssion;

-hearing and approving the reports of the Executive Committee of the Political Council and the Central Supervisory and Auditing Commisssion;

-adoption of the provisions on the Central Supervisory and Auditing Commisssion;

-termination of the activitiy of the Party.

6.1.7. The Congress of the Party nominate candidate to the post of President of the Republic of Uzbekistan, candidates for deputies of the Legislative Chamber of Oliy Majilis of the Republic of Uzbekistan.

6.1.8. The Congress may empower the political Council of the Party during the electoral season to make within the law changes in the lists of candidates of the Party.

6.1.9. The Congress, in accordance with the law may have other powers.

6.2. The Political Council of the Liberal Democratic Party of Uzbekistan

6.2.1. The Political Council of the Liberal Democratic Party of Uzbekistan is considered a central governing body of the party between congresses, expresses the interests of the party and acts on its behalf.

6.2.2. The Political Council carries out its activities on the basis of the decisions of Congress. Meeting of the Political Council are held at least twice a year.

6.2.3. The members of the Political Council are elected by the Congress from representatives of the regional Party organizations for a period of three years.Thenumber of the members of the Political Council establishes by the Congress.

The tasks, powers, rights and duties of a member of the Political Council are governed by the regulations approved by the Political Council and the Executive Committee of the political Council of the Party.

6.2.4. The President of the Council of the regional Party organization, approved by the decision of the Executive Committee of a political Council, is considered the direct (non-elected) member of the Political Council.

6.2.5. The powers of the political Council include:

-management of the political activity of the Party;

-election of the Presidium of the Political Council;

-decision on the convening of the Congress;

-approval the composition, membersand leadership of the Executive Committee of the Political Council;

-approval of the decision on the election of the Chairman of the Executive Committee of the Political Council and his deputies from the members of the Executive Committee of the Political Council;

-determination of the position of the Party in the important issues of the socio-political and economic life of the country;

-submitting the proposal of a candidate for the post of President of the Republic of Uzbekistan to the Congress;

-representation of candidates to deputies of the Legislative Chamber of the Oliy Majilis the Republic of Uzbekistan and assistance in conducting their election campaigns;

-nomination the candidates for deputies of the Legislative Chamber of Oliy Majilis of Uzbekistan in case of early termination of parliamentary powers, replace the retired members and promotion new candidates in their election campaign;

- in the period between congresses selection and approval new members of the political Council replace the retired members of its composition, with subsequent approval at the next Congress;

-to recommend for the national awards of Party members who have made a outstanding contribution to the implementation of the Party programmes;

-to approval of the Party budget;

-to determine of the amount membership fees and order of its payment.

6.2.6. The Political Council may delegate some of these powers indicated in present Charter to the Executive Committee of the Political Council.

6.3. The Executive Committee of the Political Council of the Liberal Democratic Party of Uzbekistan

6.3.1. The Executive Committee of the Political Council of the Liberal Democratic Party of Uzbekistan is considered his permanent central governing, executive and coordinating body.

6.3.2 In the period between the meetings of the Political Council of the Liberal Democratic Party of Uzbekistan, the Executive Committee within the powers given to it by the Congress and the Political Council, and expresses Party interests and acts on its behalf.

6.3.3. The Executive Committee meetings of the Political Council held as required, but not less than once in three months.

6.3.4. The Executive Committee of Political Council:

-organizes the convening and conducts of meetings of the Congress and the Political Council;

-organizes the implementation of Congress decisions and the Political Council;

-takes steps for the selection and presents candidates for national and local representative bodies of State authority;

-is responsible for conducting the election campaigns in which the Party is involved;

-leads centralized registration of Party members;

-keeps a record of receipts membership fees;

-coordinates the activities of the Liberal Democratic Party of Uzbekistan in the Legislative Chamber of the Oliy Majilis of the Republic of Uzbekistan;

-organizes the training and improvement of professional skill of Party members, leaders of regional Party organizations, district (City) offices, primary Party organizations and other activists, members of the Party groups in local representative bodies of State power;

-ensures the implementation of the specific programmes and plans adopted within the framework of political cooperation with the Council of Farmers of Uzbekistan, the National Association of non-governmental non-commercial organizations of Uzbekistan;

-develops the annual budget and submits for approval by the Political Council;

- for the implementation of the Charter objectivesestablishes the organizations, enterprises and institutions, appoints their heads and monitors their activities;

-accountable to Congress and the Political Council;

-approves the status of the regional Party organization, decisions regarding the election of the Chairman and Vice-Chairmen of the Council of the regional Party organization;

-has the powers indicated in present Charter and in other normative documents.

6.3.5. On matters falling within its competence, the Executive Committee shall take decisions and orders signed by the Chairman of the Executive Committee or his deputies on relevant areas.

6.3.6. The Chairman of the Executive Committee has the following powers:

-to act on behalf of the Party to inter-Party relations;

-to preside over the meetings of the Executive Committee;

-to signdecrees, orders and instructions of the Executive Committee;

-to approve the staffing table of the Executive Committee and a regional Party organizations;

-sign the financial documents related to the activities of the Party;

-to conclude and terminate the employment contracts with the employees of the Office of the Executive Committee, first Deputy Chairman of the Council of the regional Party organization;

-to form the Executive Committee of the Commission, working groups in order to meet the challenges facing the Party of special tasks and determine their status;

-to cooperate with the Central Government and local government, political parties and public associations;

-to determine the legal basis of Party members, the admission, suspension, exclusion from membership, membership cards issuance, storage, use and exchange;

-to approve model provision of district (municipal) Party Office and a statement of the Primary Party organizations;

-fullfill other powers that are not in accordance with the Charter of the Party, within the exclusive competence of the Congress and of the political Council.

6.3.7. The functions, powers, rights and duties of the Vice-Chairman of the Executive Committee of the Political Council of the Liberal Democratic Party of Uzbekistan, the leaders of their Party structures are the provisions has approved by the Political Council and theExecutive Committee.

6.3.8. Current activities of the Executive Committee of the Political Council performes the political administration of the Executive Committee. The composition, quantity, unit operation of performance of the Executive Committee of the Political Council is approved by the Executive Committee. Officials of the Executive Committee appoint and dismisse by the orders of the Chairman of the Executive Committee.

6.4. The Central Supervisory and Auditing Commisssionof the Liberal-Democratic Party of Uzbekistan

6.4.1. The Central Supervisory and Auditing Commisssionis the central supervisory authority and oversees the governing and executive bodies of the Party grass-roots Party organizations to meet the requirements of this Statute and the decisions of the governing bodies of the Party, as well as the audit of their financial and economic activities.

6.4.2. The Central Supervisory and Auditing Commisssion operates its activities on the basis of the approved by the Congress the provisions and the present Charter.

6.4.3. The number of members of the Central Supervisory and Auditing Commisssionof the Congress. The members of the Central Supervisory and Auditing Commisssionare elected by open ballot, for a period of three years.The member of the Central Supervisory and Auditing Commisssioncan not simultaneously be a member of the political Council, or work in its Executive bodies.

6.4.4. The Central Supervisory and Auditing Commisssion elects at its meeting the Chairman of the Commission and his deputies.

6.4.5. In the meetings of the Central Supervisory and Auditing Commisssion can participate members of the Executive Committee of the Political Council.

6.4.6. The powers of the Central Supervisory and Auditing Commisssion:

-to set the control over the execution and compliance with the governing bodies of the Party, the  grassroots Party organizations and Party members of this Charter, the Party program, decisions and regulations;

-to perform audit of financial and business activities of the Party organizations and the implementation the target of the plan's annual budget;

-to consider the petitions and complaints from members of the Party;

-to coordinate the activity of the supervisory and auditing commisssions of regional Party organizations in the Republic of Karakalpakstan, the regions and Tashkent city, district and municipal offices.

6.4.7. The Central Supervisory and Auditing Commisssion can exercise other powers under this Charter and the decisions of the Congress.

VII. THE REGIONAL ORGANIZATIONS OF THE LIBERAL DEMOCRATIC PARTY OF UZBEKISTAN

7.1. The regional Party organization is a component unit of the Party, established in the administrative territory of the Republic of Karakalpakstan, the regions and Tashkent city. The regional Party organizationis created in order to manage, coordinate and bring together branches of the Party, formed in districts and cities. Regional Party organizations build their activities, based on the Constitution of the Republic of Uzbekistan, laws, this Charter, the Party program and its own regulations.

7.2. By the decision of the Executive Committee of the Political Council of the Liberal Democratic Party of Uzbekistan, regional Party organizations of the Republic of Karakalpakstan, regions and Tashkent city on the basis of their appeal in the established order can be granted the status of a legal entity.

7.3. The Conference of the regional Party organization.

7.3.1. The highest body of the Party organizations of the Republic of Karakalpakstan, the regions and Tashkent city is considered the Party Conference. Reporting-election Conference is held at least once every three years, in accordance with the decision of the political Council of the Party, and is considered to be eligible for participation in it, more than half of the delegates.

Delegates to the Conference are elected in accordance with the rules of representation set by the higher Party authority.

Special conference convened by request of the supervisory and auditing commisssionor one third of the district, municipal offices, the regional Party organization, based on the decision of the Executive Committee of the Political Council of the approved agenda of a conference.

7.3.2. The powers of the Conference include:

-definition of the tasks of the regional Party organization arising from the policy goals of the Party, the decisions of the Congress, the Political Council and the Executive Committee of the Political Council and measures for their implementation;

-election of the members of the Council and of the supervisory and auditing commisssion of the regional Party organization;

-hearing reports of the Council and the Supervisory and Auditing Commisssionof the regional Party organization, making decisions on them;

-thenomination of candidates in accordance with the established procedure in local representative bodies of State power;

-the election of delegates to the Party Congress.

7.4. The regional Council of the Party organization.

7.4.1. The regional Council of the Party organization is considered the governing authority of the regional Party organization between the conferences, expresses its interests and act on its behalf.

The members of the Council are elected from among the delegates of the reporting-election conference of the regional Party organization until the next reporting-election conference. The number of members of the Council is determined by the Conference in accordance with the organizational structure of the regional Party organization, approved by the decision ofthe Executive Committee of a political Council.

7.4.2. The meetings of the regional Council of the Party organization held when it necessary but not less than twice a year. The Council decisions are required to the reporting bodies and grassroots Party organizations.In special cases, established in the present Charter, the Council decisions enter into force after their approval by the Political Council or the Executive Committee of the Party.

7.4.3. At the meeting of the Council are elected a Chairman and his deputies from among members Council  for the implementation of the current activity of the regional Party organization.

The candidates for election to the post of Chairman of regional Council in the Party organization and his deputies, acting on a voluntary basis, are recommended by the Executive Committee of the Political Council. The decision of approving the candidates of a Chairman and his deputies is accepted by the Executive Committee of the Political Council of the Party.

At the regular reporting-election Conference the powers of the Chairman of the Council and his deputies, acting on a voluntary basis, are considered to be terminated.At the first meeting of the Council, formed by the decision of the Conference from new elected members of the Council, are elected the Chairman and his deputies, acting on a voluntary basis.

7.4.4. The first deputy Chairman of the regional Party organization is appointed directly by the Executive Committee of the Political Council of the Party and entered into the appropriate Council of the regional Party organization. The tasks, powers, rights and responsibilities of the deputy Chairman of the Council are defined in a provision, as approved by the Executive Committee of the Political Council of the Party.

7.4.5. The regional Council meeting of the Party organization in the period between the conferences has the power to elect the new members to replace the retired of its composition with the subsequent approval at the next conference.

7.4.6. The members of the Council and of supervisory and auditing commission of the regional Party organization are considered to be direct (unelected) delegates Conference of the regional Party organization.

7.4.7. The Chairman of the district Council (municipal) Party organization is adopted by decision of the regional Party organization, is considered a direct (non-elected) member of the regional Council of the Party organization.

7.4.8. The regional Council of the Party organization carries out the following activities:

-organizes the convening and conduct of meetings of the Conference and the meetings of the regional Council of the Party organization;

-organizes execution of decisions of the political Council, the Executive Committee of the Party's political Council, the Conference and the regional Council of the Party organization;

-takes decisions on the selection and nomination of candidates to the representative bodies of local State authorities;

-is responsible for conducting electoral campaigns, in which the Party;

-coordinates the activity of the Party groups in representative bodies of local State authorities;

-organizes the training and improvement of professional skill of executives of the Party and other activists;

-ensures the acceptance and implementation of special programmes and plans in the framework of the implementation of the policy of cooperation with the regional office of the Council of Farmers of Uzbekistan;

-developing a project budget of the regional Party organization, and presents for approval to the Executive Committee of the Political Council of the Party;

-on the proposal the district (municipal) approves the creation of the primary Party organization;

-keeps records of Party members on the assigned region;

-keeps records of receiptsmembership fees;

-may have other powers granted by the Conference of the regional Party organization.

7.4.9. The Council of the regional Party organization takes decisions and orders on matters within its competence, which are signed by the Chairman of the Council or his or her Deputy.

7.5. The Chairman of the Council of the regional Party organization has the following powers:

-organizes execution of decisions of the Conference, the advice of the regional Party organization and higher Party bodies, coordinates the work of grass-roots units;

-holds meetings of the Council, the Executive Committee of the Council, approves the decisions of these meetings;

-manages the activities of the regional Party organization, conducts business without power of authorization on behalf of the organization, issues powers of authorization, enters into transactions, labor contracts and sign other documents;

-performs general management of the Executive Committee of the Council;

-approves the decision of the district (municipal) branch of the Party, was elected the Chairman of the Council working on a volunteer basis;

-concludes employment contracts and terminates them in accordance with the established procedure employees of Council, first deputy Chairman of the Council and employees of Council of district (municipal) branch of the Party;

-ratifies the decisions of district (municipal) branch of the Party on the establishment of the primary Party organization;

-sign the financial documents related to the competence of the regional Party organization;

-organizes registration of Party members, taking steps to adopt, suspension and expulsion from membership;

7.6. The Executive Committee of the Council is the executive authority of the regional Party organization.

In the period between meetings of the regional Council of the Party organization, the Executive Committee within the limits of its powers, expressed interests of the regional Party organization and acts on its behalf. The members of the Executive Committee are elected at a meeting of the Council, from among the members of the Council elected for the period between the alternately held two conferences. The number of members of the Executive Committee shall be determined by decision of the Executive Committee of a political Council.

At the next Conference of the newly elected members of the Council are elected new members of the Executive Committee.

The rights and powers of the members of the Executive Committee are defined by the Council.

Decisions of the Executive Committee of the regional Council of the Party organization are mandatory for all grassroots Party branches.

7.7. The Supervisory and auditing commisssion of the regional Party organization.

7.7.1. The Supervisory and auditing commission of the regional Party organization is the body that monitors the Charter and the financial and economic activity of the regional Council of the Party organization and grassroots branches of the Party establishment and the proper performance of the Party's budget.

The members of the Supervisory and auditing commissions of regional Party organizations will be elected from among the delegates of the reporting-election Conference of Party organizations. The number of members of the Commission shall be determined by decision of the Executive Committee of the Council.

At the Conference the credentials of members of the Supervisory and auditing commission considered to be terminated, and the Conference is elected by the new Commission.

7.7.2. The Supervisory and auditing commission of the regional Party organization elects from among its members the Chairman of the Commission. The leaders, members of the Council and members of the staff of the regional Party organization may not be elected members of the Supervisory and auditing commission.

7.7.3. The Supervisory and auditing commission of the regional Party organization in its activity is guided by the Charter of the Party, the position of the regional Party organization and regulations of Central Supervisory and Auditing Commission.

 

VIII. THE DISTRICT (CITY) BRANCHES OF THE REGIONAL ORGANIZATION–LIBERAL DEMOCRATIC PARTY OF UZBEKISTAN

8.1. The regional (municipal) branch is a part unit of the regional Party organization, is created for the management, coordination and combining activities of primary Party organizations.

8.2. The regional (municipal) branch  is created and will be liquidated on the invitation of the regional Party organization by the Executive Committee of the Political Council of the Party.The district (municipal) branch operates under the Charter of the Party and the provisions of the relevant regional Party organization.

8.3The Conference of the district (municipal) branch of the Party

8.3.1. The highest authority of the district (municipal) branch of the Party is considered by the Conference. The reporting-election Conference is held at least once every three years, in accordance with the decision of the political Council of the Party, and is considered to be eligible for participation in it, more than half of the delegates.

The Conference is convened by the regional Council of the Party organization, and this decision is established norm of representation of delegates elected by the Conference at the general meeting in the primary Party organization.

8.3.2. By decision of the regional Party organization, or at the request of one third of the members of the Party could be convened extraordinary Conference of district (municipal) branch of the Party.

8.3.3. The powers of the Conference include:

-determination of the tasks arising from the policy goals of the Party, the decisions of the Congress, the political Council, the Executive Committee, the regional political Council of the Party organization, and measures for their implementation;

-election of the members of the Council and of the control-revision commission of district (municipal) branch of the Party;

-hearing reports and Council of the control-revision commission of the district (municipal) branch of the Party and the decisions on them;

-the nomination of candidates to deputies of the district (municipal) Council of people's deputies;

-election of the delegates to the Conference to the parent of the regional Party organization;

8.4. The Council of the district (municipal) branch of the Party.

8.4.1. The council of the district (municipal) is the governing body of the Party in the period between the conferences of the district (municipal) branch of the Party, expressed his interest and acts on its behalf.

The members of the Council shall be elected from among the delegates of the reporting-election Conference of city (district) of the Party organization until the next reporting-election Conference. The number of members of the Council shall be determined by the Conference in accordance with the organizational structure of the regional Party organization, approved by the Executive Committee of a political Council.

8.4.2. The Council of district (municipal) branch of the Party will be held when necessary but not less than twice a year. The decisions of the Council are required to the primary Party organizations. In special cases, established in the present Charter the decision of the Council comes into force upon approval by the regional Party organization.

8.4.3. For the implementation of the current activity of the district (municipal) branch of the Party at a meeting of the Council is elected from its membership chairman and his deputies.

The candidates for election to the post of Chairman of the Council of the district (municipal) branch of the Party and their deputies acting on a voluntary basis is recommended by the Executive Committee of a political Council. The decision of the Council of district (municipal) branch of the Party on the election of the Chairman and their deputies acting on a voluntary basis is approved by the relevant regional Party organization.

At the regular reporting-election Conference Powers of the Chairman and his deputies, acting on a voluntary basis, are considered to be terminated. At the first meeting of the Council, the decisions of the conference formed from among the newly elected members of the Council are elected chairman and his deputies, acting on a voluntary basis.

8.4.4. The candidate for the post of the deputy Chairman of the Council of district (municipal) branch of the Party is appointed directly by the regional Party organization after consultation with the Executive Committee of a political Council and a member of the Council of district (municipal) branch of the Party. The tasks, powers, rights and duties of the deputy Chairman of the Council are defined in provision, is approved by the Executive Committee of the Political Council of the Party.

8.4.5. The meeting of the Council of district (municipal) branch of the Party in the period between conferences is empowered to elect new members.

8.4.6. The Council members and the control-revision commission of district (municipal) branch of the Party are considered direct (non-elected) delegates of the conference.

8.4.7. The branch of the district (municipal) Council of the Party:

-organizes the convening and holding of the Conference and the meetings of the Council of district (municipal) branch;

-organizes execution of decisions of the political Council, the Executive Committee of the Party's political Council, a regional Party organization and Conference;

-takes decisions on the selection and nomination of the candidates to the representative bodies of local State authorities;

-is responsible for the conduct of election campaigns, in which the Party;

-keeps records of Party members on the assigned region;

-keeps a record of receipts membership fees;

-coordinates the activities of the Party group

-coordinates the activity of the Party group in the district (city) Council of deputies;

-may have other powers specified in the position of the regional Party organization.

8.4.8. The district (municipal) Council of Party takes decisions and orders on matters within its competence, which are signed by the Chairman of the Council or his or her deputy.

8.5. The Chairman of the Council of district (municipal) branch of the Party:

-organizes execution of decisions of the Conference, the council of the district (municipal) and higher Party bodies, organizes and coordinates the activities of the primary Party organizations;

-is responsible for the geleral management of the activities the branches of the Executive Committee of the Council;

-holds the Council meetings and signed the meetings decision.

-approves the decision on election of the Chairman of the primary Party organization and their deputies;

-approves the primary Party organization for membership in the Party;

-directly implements measures on excluding members of the party, taking in terms of suspension, expulsion from membership;

-performs other duties provided by the Council of the regional Party organization.

8.6. The Executive Committee of the Council of the district (municipal) branch of the Party is the executive body of the Party.

In the period between meetings of the Executive Committee of the district (municipal) Party branch of the Council within its authority, is expressed interests of district (municipal) Party and acts on its behalf. The members of the Executive Committee are elected at a meeting of the Council, from among the members of the Council. The number of members of the Executive Committee shall be determined by decision of the Executive Committee of a political Council.

At the next Conference of the newly elected members of the Council are elected new members of the Executive Committee.

The rights and powers of the members of the Executive Committee are defined by the Council.

The decisions of the Executive Committee of the Council of the district (municipal) branch of the Party are required for the primary Party organizations.

8.7. The Supervisory and auditing commisssionof the district (municipal)branch of the Party.

8.7.1. The Supervisory and auditing commisssion of the district (municipal) branch of the Party is the body that monitors the Charter and the financial and economic activity of the Council of district (municipal) Party, the primary Party organizations, proper formation and expenditure of the revenues and expenses of the Party.

The members of the Supervisory and auditing commisssion of the district (municipal) of the Party organization are elected from among the delegates of the reporting-election Conference of Party organizations. The number of members of the Commission is determined by decision of the Executive Committee of the Council.

At the Conference the credentials of members of the Supervisory and auditing commisssion considered to be terminated, and the Conference is elected by the new Commission.

8.7.2. The Supervisory and auditing commisssion of the district (municipal) branch shall elect, from among its members the Chairman of the Commission. The Council of district (municipal) Party offices and employees of Council may not be elected members of the control-revision commission.

8.7.3. The Supervisory and auditing commisssion district (city) branch of the Party is guided by the present Charter, the relevant provision of the regional Party organization and regulations of the control-revision commission.

IX. THE PRIMARY PARTY ORGANIZATIONS OF THE LIBERAL-DEMOCRATIC PARTY OF UZBEKISTAN

9.1. The Primary party organization is the main link of the Party is created by the territorial-production basis in the presence of at least 5 members.

9.2 The Primary party organization is created and liquidated by the regional Party organization upon the proposal of the district (municipal) branch of the Party.

The primary party organization acts on the basis of the present Charter and the provisions of the regional Party organization, is developed on the basis of the approved by the Executive Committee of the Political Council of the Party.

9.3. The Primary partyorganization:

-leads under the law agitation and propaganda and explanatory work among people the goals and objectives defined by the Charter, the Party Programme and other decisions of the governing bodies of the Party;

- organizes the impact on public opinion and bringing to the public information about the activities of the Party, is cooperating in this direction with the bodies of self-government, public organizations and directly with citizens;

-establishes a connection with the representatives of various social groups with respect and credibility among the public, arranging regular meetings with them and examines emerging issues, helps them solve Party funding relies on them in the enforcement of decisions of the Party;

-organizes the regular order of submission to a higher Party organization analysis and suggestions on the socio-political, economic and other matters, the expression of the legitimate interests of the different sectors of the population, entrepreneurs and business people, farmers, members of a class of owners;

-attracts new members to join the Party and does business to increase Party supporters, is in the district (municipal) branch of the Party of exclusion from membership in the Party;

-promotes the protection of the legitimate rights of Party members, supporters and citizens, implementing measures on unconditional execution of the requirements of the Charter Party members;

-examines the political ideology, professional skills and experience, and personal qualities of candidates wishing to join the Party. Prepares to join the ranks of such people, especially among young people, and provides them with comprehensive assistance;

-provides translation of membership fees to the account of the Party, is the regular minutes of the district (municipal) branch of the Party;

-provides record keeping in the primary Party organization;

-is responsible for the complete safety provided by higher Party bodies the Party documents and material values.

9.4. The general meeting of the Primary party organization.

9.4.1. The general meeting of the members of the Party is the governing body of the Primary party organization. The general meeting of the Primary party organization is carried out as required, but not less than four times a year. At the general meeting, the Primary party organization elects its Chairman and deputy Chairman for a period of one year.

The decision of the general meeting to elect a Chairman and a deputy Chairman of the Primary party organization is approved by the Executive Committee of the district (municipal) Council of the Party.

 9.4.2. The powers of the general meeting:

-to elect the Chairman of the Primary party organization, and his deputy, hearing their reports and take appropriate decisions;

-to elect the delegates for the Conference of district (municipal) branch of the Party;

-to elect and recall the representative of the primary party organization to the district (municipal) Councilof the Party;

- to elect the Council of the primary party organization, defining its composition, report hearing Council and take appropriate decisions;

- to create of Party groups of the primary party organization, and providing them with appropriate authority;

- to implement other powers provided by the conference and Council respective district (city) office Party.

-to realize other powers conferred by the Conference and the Council of the district (municipal) branch of the Party.

9.4. In the period between the General meetings the Primary party organization headed by Chairman. The Chairman of the primary party organization has one Deputy.

9.5. In the Primary party organizations, contain more than 30 members for management of current activities the primary Party organization can be elected consisting of not less than five members, the Council consists of the Chairman, his deputy and other members.

9.6. The Council of Primary party organization is headed by Chairman.

 The Chairman of the Primary party organization:

-carries out the day-to-day operation of the Primary party organization, represents and acts on its behalf without power of Attorney;

-General meetings (meetings of the Council), sign their decisions;

-carries out the powers given by the Conference, the Chairman of the superior Council of district (municipal) branch of the Party and the Primary party organization.

-manages the daily activities of the Primary party organizations and represents it and act on its behalf without a warrant;

- conducts the general meetings (meetings of the Council), signs his decisions;

- exercise the powers given by the Conference, the Council, the Chairman of the higher district (municipal) branch of the Party and the primary Party organization.

9.7. The Chairman of the Primary party organization should be able to analyse in depth, to objectively evaluate the situation, the rapidly changing political environment and be ready at any moment to assume full responsibility for the solution of urgent problems in the field.

9.8. The Primary party organizations can create the associations (clubs) supporters who are not members of the Party.

 

X. THE DEPUTY ASSOCIATIONS OF THE LIBERAL-DEMOCRATIC PARTY OF UZBEKISTAN

10. In order to express the interests of the parties for the representative bodies of public authorities in accordance with the law is created faction of the Party in the Legislative Chamber of the Oliy Majlis and Party group in the Jokargi Kenes of Karakalpakstan as well as the people's deputies of the regions, districts and cities.

The factions of the Party and the Party groups have the powers defined in the Constitutional Law of the Republic of Uzbekistan "On strengthening the role of political parties in the renewal and further democratization of state governance and modernization of the country."

10.1. The Party of the Legislative Chamber of the Oliy Majilis of the Republic of Uzbekistan (hereinafter - the faction of the Party).

10.1.1. The Faction of the Party is formed at the founding meeting of deputies nominated and elected from UzLiDeP. The Fraction of the Legislative Chamber of the Oliy Majlisis is registered under the relevant application by the head of the faction and founding documents.

The Deputy nominated by the Party and was elected to the Legislative Chamber of the Oliy Majilis, can only be a member of the faction Uzlidep.

The members of the faction, on the recommendation of the Executive Committee of the Political Council of the Party, elect the head of the faction.

For the election of the Deputy Speaker of the Legislative Chamber of the Oliy Majilis on the part of members of the faction are usually paid upon the head of his faction.

  The Deputy Speaker of the Legislative Chamber of Oliy Majlis shall be elected by the members of the group, but as usually it is the leader of the faction.

10.1.2. The Faction of the Party will organize its work in accordance with the constitutional law of the Republic of Uzbekistan "On strengthening the role of political parties in the renewal and further democratization of State governance and modernization of the country," the Party policy documents, tasks defined by the Congress, as well as the recommendations of the central bodies of the Party.

10.1.3. To reconcile points of view on important policy issues may be held joint meetings of the Party and political Council or of the Executive Committee of the political Council of the Party. The faction members of the Party in the process of voting in the Legislative Chamber based on the jointly developed points of view.

10.1.4. The Faction of the Party regularly reports on its activities to the Executive Committee of the Political Council of the Party. The report about the activities the Party faction for the period of representation in the Legislative Chamber of the Oliy Majilis is heard at the Congress Party.

10.1.5. The activities of the Party faction are coordinated by the central bodies of the Party.

10.1.6. The activities of the Party faction are governed by the relevant provisions.

10.1.7. The Party faction has the right to:

- participate in the formation agenda of the meeting of the Legislative Chamber;

-give the right to the representative of the faction in the debate on everyissue in the meeting of the Legislative Chamber;

- appeal with requests to the speaker of the Legislative Chamber of the Oliy Majlis and the Government, ministers and other heads of state bodies;

- make proposals for the Chairmen of the committees and commissions of the Legislative Chamber;

-disseminate of the faction opinion among  the Deputies;

-appeal to the President of the Republic of Uzbekistan with the initiative to dismiss the Prime Minister of the Republic of Uzbekistan;

- submit another candidate from among the members of the faction, in the case of non-election candidate provided by the Party for the post of deputy Speaker of the Legislative Chamber;

-perform other functions provided by law for members of the Legislative Chamber of the Oliy Majlis.

10.1.8. In approving the nomination of the Prime Minister of the Republic of Uzbekistan, the President of the Republic of Uzbekistan, according to the legislation, consults with the faction of the Party.

10.2. The Party groups in the Republic of Karakalpakstan, the Jokargi Kenese, the Councils of People Deputies in the regions, districts and cities (hereinafter – the Party groups).

10.2.1. The Party groups are formed on the constitutive meetings of deputies nominated by parties and elected local representative bodies of State power, to the policies of his Party. Party groups are respectively the Jokargi Kenese of the Republic of Karakalpakstan and local representative bodies of the State authority, upon application of a Party or group of constituent documents.

Thedeputy nominated by the Party and electedto local representative bodies of the State authority, can only be a member of the Party group UzLiDeP.

The members of the Party group, on the recommendations of the regional Party organization, elect from among their number a leader of Party group.

10.2.2. The activities of the Party groups are coordinated by the governing bodies of the respective regional Party organizations.

10.2.3. The Party groups organizes their activities, on the basis of the policies the Party Conference of regional Party organizations of legislative activity, legislative tasks specific to the respective regional conferences of the Party organizations, Councils of regional Party organizations, as well as the decisions of higher Party bodies.

10.2.4. The members of the Party groups in the voting in local representative bodies of State power are based on the jointly developed by point of view.

10.2.5. In order to reconcile the points of view on important public policy issues can be carried out by the joint meetings of the Party groups and Councils of regional Party organizations.

10.2.6. The Party group activity is governed by its relevant provisions.

10.2.7. The Party groups have the right to:

- participate in the formation agenda of the session;

- give the right to the representative group in the debate on everyissue on the agenda of the session;

- appeal with requests to the Chairman of the Jokargi Kenes of the Republic of Karakalpakstan and the government, ministers and other heads of public bodies;

-make proposals for the Chairmen of the committees and commissions of the representative body;

- disseminate of the groups opinion among  the Deputies;

- initiate the submission to the President of the Republic of Uzbekistan reasonable conclusions about unsatisfactory performance of persons approved for the post hokim (mayor) of the region and Tashkent city;

- perform other functions provided by law for deputies of local representative bodies.

10.2.8. In considering and approving the candidacies of hokim (mayor) of the region and the city of Tashkent, for the approval of the regional and Tashkent city in  the Council of people's deputies, the President of the Republic of Uzbekistan, according to the law, the Party shall consult with the group.

10.2.9. In order to implement the objectives of the Party to enhance women's political participation, their place and role in society from among the members of the Party groups deputies -women can be created "The association of women deputies of O'zLiDeP”. The status of "The association of deputies -women O'zLiDeP» is guided by the relevant decisions of the Executive Committee of the Political Council of the Party.

10.2.10. In the case of members of the Party groups actions contrary to the interests of the Party or the deliberate their denial, a regional organization of the Party can be raised on recall of Deputies and early termination of their powers.

10.2.11. The Party group has to provide the information on its activities to the relevant regional organization of the Party. The reports on their activities during the period, heard at the conferences of relevant regional organizations.

10.3. The Party groups and the associations of Party organizations in the district constituencies.

10.3.1. The Party groups in the constituencies for elections to the Legislative Chamber of the Oliy Majilis of the Republic of Uzbekistan, of the Jokargi Kenes of Karakalpakstan, the Council of the people's deputies in regions, districts and cities are created to unite Party members, providing organizational and advocacy by the election campaign of candidates nominated by the Party in the corresponding electoral district, and to the voters of the positive image of the Party.

10.3.2. The electoral districts in the Legislative Chamber of the Oliy Majilis of Uzbekistan can be created by District (city) joins the Party.

10.3.3. The electoral constituencies of the Jokargi Kenes of Karakalpakstan, the Council of people's deputies in regions, districts and cities in the district may be created combining the primary Party organizations.

10.3.4. As decided by the governing bodies of the Party leaders of the respective Party associations in electoral districts can be represented by the right coordination of district Party organization.

10.3.5. The establishment of Party groups and district associations of the Party organizations in the electoral districts was approved by decision of the Executive Committee of the Political Council of the Party.

10.4. On the initiative of the members of the Party and the governing bodies of the Party can be set up and operate the Party political centres, clubs, various forms of associations on the interests and concerns of the profession. Drawing on policy documents of the Party, they discuss a variety of issues, develop their proposals and to bring them to the Party organizations at various levels and their governing bodies.

 

XI. PARTICIPATION OF THE LIBERAL-DEMOCRATIC PARTY OF UZBEKISTAN IN THE ELECTIONS.

11.1. The arrangements regarding the Party participation in the elections of the President of the Republic of Uzbekistan is defined by the Constitution of the Republic of Uzbekistan, the law "On the elections of the President of the Republic of Uzbekistan” and other legislative documents.

The decision on the Party participation in the elections of the President of the Republic of Uzbekistan was adopted during the week after the announcement of the beginning of the election campaign at meeting of the Political Council, convened by the Executive Committee of the Political Council of the Party.

The nomination of a candidate from the Party for the President of the Republic of Uzbekistan is carried out by the Congress Party. This decision is adopted in the case of a positive vote by a majority of the delegates, and after making the relevant protocol, application of relevant documents handed over to the Central Election Commission.

11.2. The arrangements regarding the participation of the Party in the election of deputies to the Legislative Chamber of the Oliy Majilis of the Republic of Uzbekistan is defined by the Constitution of the Republic of Uzbekistan, the law "On elections to the Oliy Majlis of the Republic of Uzbekistan" and other legislative documents.

The decision on the participation of the Party in the election of deputies to the Legislative Chamber of the Oliy Majilis of the Republic of Uzbekistan was adopted during the week after the announcement of the beginning of the electoral campaign by the Executive Committee of the Political Council of the Party.

The nomination of candidates to deputies of the Legislative Chamber of the Oliy Majilis of the Republic of Uzbekistan is carried out by the Congress on the basis of the list submitted by the Executive Committee of the Political Council of the Party.

The decision on the nomination of candidates to deputies of the Legislative Chamber of the Oliy Majilis of the Republic of Uzbekistan was adopted in the case of a positive vote by the majority of participating at the Congress of delegates, and after making relevant Protocol shall be filed with the Central Election Commission.

The nomination of the candidates to deputies of the Legislative Chamber of the Oliy Majilis of the Republic of Uzbekistan instead of the retired members, in the event of early termination of parliamentary powers, is provided by the Political Council of the Party. The decision on the nomination of candidates to deputies of the Legislative Chamber is accepted in case of a positive vote by the majority of participating at the meeting of the political Council members, and after making relevant Protocol shall be filed with the Central Election Commission.

11.3. The arrangements regarding the participation of the Party in the elections for deputies of the Jokargi Kenes of Karakalpakstan, the Council of people's deputies of the provinces, the city of Tashkent, regions and cities is determined by the Constitution of the Republic of Uzbekistan, the Constitution of the Republic of Karakalpakstan, the law of the Republic of Uzbekistan “On elections to regional, district and municipal Councils of people's deputies” and other legislative documents.

The decision on the participation of the Party in the elections for deputies of the Jokargi Kenes of Karakalpakstan, the Council of people's deputies of the provinces, the city of Tashkent, regions and cities is made within a week after the announcement of the beginning of the electoral campaign by the Executive Committee of the Political Council of the Party.

The nomination of candidates to deputies of the Jokargi Kenes of Karakalpakstan, the Council of people's deputies of the provinces, the city of Tashkent, regions and cities are performed by the relevant regional organizations, district and city branches of the Party.

The decision on the nomination of candidates Jokargi Kenes of Karakalpakstan, the Council of People's Deputies regions of Tashkent city, districts and cities is accepted at a meeting of the relevant Council the regional organization of the Party, district and municipal offices majority vote of the members, and after the issuance of the protocol is dealt in the relevant Election Commission.

XII. RELATIONS OF THE LIBERAL-DEMOCRATIC PARTY OF UZBEKISTAN WITH OTHER POLITICAL PARTIES AND PUBLIC ORGANIZATIONS

12.1. The Liberal Democratic Party of Uzbekistan within the framework of the laws of the Republic of Uzbekistan may be included in the Union (block, Coalition) and contractual relations with other parties and social organizations.

The Party can establish relations with foreign parties and non-governmental organizations.

12.2. The Party faction of the Legislative Chamber of the Oliy Majilis of the Republic of Uzbekistan and Party group in the Republic of Karakalpakstan, the Jokargi Kenese councils as well as the people's deputies of therigions, the city of Tashkent, districts may agree on common points of view with the Deputy associations officially functioning in the territory of the Republic of Uzbekistan of other political parties or be against them in opposition.

Faction of the Party in the Legislative Chamber of the Oliy Majlis and Party groups in the Jokargi Kenes of Karakalpakstan, Councils of People's Deputies regions of Tashkent city, districts and cities could be agreed on common viewpoints with deputy associations officially operating in the territory of the Republic of Uzbekistan of other political parties or be relative in opposition to them.

The decision to jointly develop with other political parties in the Legislative Chamber of the Oliy Majilis of the Republic of Uzbekistan shall be made by the head of the faction in consultation with the Executive Committee of the Political Council of the Party.

12.3. The decision to jointly develop with deputy associations officially functioning in the territory of the Republic of Uzbekistan of other political parties view is made by the head of the Party's group in the Republic of Karakalpakstan, the Councils of people's deputies of the regions, Tashkent city, districts and cities in coordination with the respective Regional Council (district, city) Party organization.

XIII. FINANCING OF THE LIBERAL-DEMOCRATIC PARTY OF UZBEKISTAN, ITS PROPERTY AND ECONOMIC ACTIVITY

13.1. The Liberal Democratic Party of Uzbekistan, in accordance with the law for the implementation of the Programme of priority goals and objectives can use these financial sources:

-membership fees;

-provided by legal entities and citizens in accordance with the law of charity;

-selected in accordance with the law, from the State budget;

-obtained in accordance with the law of business;

-other income which not prohibited by applicable laws.

13.2. The membership fee and its payment procedure are established by the decision of the Political Council of the Liberal Democratic Party of Uzbekistan. Pensioners and students are exempt from paying dues.

13.3. To perform certain tasks in this Charter, the Party may own buildings, housing, equipment, vehicles, equipment, cash, including foreign currency, securities and other property in unlimited.

13.4. The regional organizations and other grassroots units of the property is considered property of the Party. The regional and other grassroots Party organization to manage the property assigned to them.

13.5. The Party carries out production activities in accordance with the law for the execution of the present Charter. The establishment of the Party organizations, enterprises or institutions is allowed by the relevant decision of the Executive Committee of the Political Council of the Party.

Incomes, obtained as a result of the production Party activity, cannot be distributed among Party members and may be used only for the execution of certain Charter tasks.

13.6. The Liberal Democratic Party of Uzbekistan to implement the Programme of priorities and objectives in accordance with the law may establish a Fund.

13.7. A part of the contributions received on the current accounts of legal entities with the status of regional Party organizations and their regional (municipal)branches of the Party, income from entrepreneurial activity, charitable donations from legal persons and citizens and other not prohibited by the laws of income (excluding allocated from the State budget), at a rate of 10 percent per month is transferred to the bank account of the Political Executive Committee of the Council of the Liberal Democratic Party of Uzbekistan.

The use of the funds is determined by the Executive Committee of the Political Council of the Party.

13.8. The Party has announced its budget to the public and authorities in due course a report on the sources of funds for its activities.

XIV. THE VOTING PROCESS IN THE LIBERAL DEMOCRATIC PARTYPARTY OF UZBEKISTAN

14.1.The decision of each authority of the Liberal Democratic Party of Uzbekistan has a legal force, if at its meeting attended by more than half of the representatives of this body.

14.2. All decisions are made by open voting through a majority vote (with the exception of decisions on the introduction of amendments and additions to the Charter and The Liberal-Democratic Party of Uzbekistan, the activities of the Party).

 

XV. THE PROCEDURE FOR ADOPTING THE PROGRAMS AND CHARTERS OF THE LIBERAL-DEMOCRATIC PARTY OF UZBEKISTAN, AND MODIFICATIONS AND ADDITIONS

15.1. The Charter of the Liberal-Democratic Party of Uzbekistan, changes and additions are accepted and approved by the Congress Party.

15.2. The decision of the Congress concerning the adoption of the Charter of the Liberal-Democratic Party of Uzbekistan, amendments and additions to them are accepted by an open vote and shall be deemed to be adopted in the event of a positive vote of a majority of two-thirds of participating at the Congress of delegates.

XVI. TERMINATION OF THE ACTIVITIES - LIBERAL DEMOCRATIC PARTY OF UZBEKISTAN

16.1. Termination of activity of the Liberal-Democratic Party of Uzbekistan is carried out in accordance with this Charter and the existing legislative documents, in the form of reorganization or liquidation. The decision on liquidation of the Party will be adopted at the Party Congress, taking into account the views of all its organizations. The decision is legitimate if the proposal would vote two-thirds of the delegates of the Congress.

16.2. Procedure of use the property and assets liquidated by the Congress of the Liberal Democratic Party of Uzbekistan shall be determined in accordance with the legislation.

16.3. In case of liquidation of the Liberal-Democratic Party of Uzbekistan, rights and obligations of employees of the Executive Office of all grassroots Party organizations are carried out in the manner prescribed by the labour code of the Republic of Uzbekistan.

16.4. The documents of the parties in accordance with the law shall be for storage in the State Archive authorities.
