Business development via guarantees of e-commerce

Over the past ten years, our country has been improving the conditions for the formation of a competitive business environment, the introduction of the latest information and communication technologies in the sphere of small business and private entrepreneurship, as well as increasing the effectiveness of the electronic payment system and mutual settlements between business entities.

Dozens of documents, laws of the Republic of Uzbekistan «on electronic payments», «on electronic digital signature», «on electronic commerce», «on electronic government», etc. have been adopted and are being implemented in this direction. Positive changes can be seen in the digitalization of the economy, including in the field of e-commerce development

The resolution of the President of the Republic of Uzbekistan «On measures for the accelerated development of e-commerce» was adopted to create favorable conditions for the development of e-commerce in the country, the introduction of modern mechanisms and procedures for the sale of goods (services) through the Internet, to increase the volume and expand the geography of exports of domestic businesses.

Nevertheless, there are still a number of problems and shortcomings preventing the creation of a full-fledged e-commerce market in the country.

Therefore, the resolution provides that the business entities, participating in e-commerce, receive a number of privileges and preferences from 1 July 2018. Requirement for mandatory 15% advance payment from total value of goods (services) sold via e-commerce platform was abolished.

When delivering goods sold through e-commerce, the seller and the supplier of vehicles owned by them on the basis of ownership, lease or other right to use, the territory of the Republic of Uzbekistan does not require a license to carry out urban, suburban, intercity and international transportation of passengers and goods by road transport.

The resolution also allowed selling medical products through electronic commerce if the sellers comply with storage and transportation safety rules.

Uzbekistan will also create National Register of Electronic Commerce Participants from 1 July 2018.The registrar will include companies and individuals, which engaged in e-commerce, delivery of goods, storage of electronic documents and messages in electronic commerce, etc. The companies included to registrar will pay single tax payment at the rate of 2%.

Summarizing the above, it is important to note that the this resolution will serve to further improve the business environment, increase exports and competitiveness of products and services, as well as the wide introduction of modern information and communication technologies in the economic sectors.
