Preferential loans for the implementation of public-private partnership projects in the healthcare sector

Conditions have been created for increasing the number of private medical institutions and expanding the range of medical services provided by them as a result of comprehensive measures taken to support the private sector in the healthcare system.

At the same time, issues of increasing the contribution of private medical institutions in protecting public health, creating institutional and legal mechanisms for introducing public-private partnerships in the healthcare sector remain relevant.

A serious push towards eliminating problems in this area, raising activity to a qualitatively new level is the President’s Resolution “On measures for development of public-private partnership in the healthcare sector” of April 16, 2019.

The Resolution defines a number of tasks for further improving private healthcare, creating a legal framework for public-private partnership in this area, expanding investment attraction, especially direct foreign, as well as encouraging participation of non-state sector in improving public access to high-tech medical services and equipment.

At the same time, the normative-legal act establishes preferential loans within the framework of implementation of public-private partnership projects. According to the act, the following credit conditions are determined: for the purchase of modern imported medical equipment and inventory – at a rate of not more than 20 percent of the total amount of investments in foreign currency for a period of up to 8 years, including a 3-year grace period, with a refinancing bank margin of 1,0 percent per annum, subject to the allocation by the investor of private, including foreign, investments in the amount of not less than 80 percent of the total amount of investments made.

We feel the full support of the President to the private sector in the course of our activities. In 2010, we established Fibrodiagnostika Limited Liability Company in Baghdad district. Currently, 20 experienced physicians are working in our private clinic. The clinic provides the population with treatment services in outpatient and inpatient conditions, receiving physiotherapeutic procedures, patients can undergo examination by a therapist, dermatologist, rheumatologist, conduct ultrasound and endoscopic examinations, use the services of a clinical and biochemical laboratory. 30-40 people visit the clinic every day.

Inspired by the Resolution of the Head of the state, we are planning to further strengthen our activities, strengthen the material and technical base, purchase ultrasound machines and laboratory equipment for expanding the scope and types of medical services.

In conclusion, we can say that the Resolution of the President, aimed at supporting entrepreneurs working in the field of private medicine, will contribute to development of activities of private medical institutions, creating an attractive business environment for investment projects, and attracting foreign investors to private medicine.
