Interaction between state bodies and institutes of civil society is an important factor in combating corruption

Non-governmental non-profit organizations (NGOs) play an important role in building an open civil society, ensuring the protection of human rights and freedoms. Currently, there are more than 9 thousand NGOs in the country and there are branches and representative offices of 29 international and foreign non-governmental organizations. At the same time, public organizations do not pay due attention to studying the problems of the population, their solution and prevention of delinquency and crime among young people and women.

Special attention should be paid to improving the fight against such a negative phenomenon as corruption. The President of our country in his address to the country's parliament - Oliy Majlis emphasized the importance of introducing effective mechanisms to combat corruption. It should be noted that UzLiDeP's program documents pay special attention to the issue of combating corruption.

About this and the ways to implement these pre-election promises of UzLiDeP were mentioned at the round table on "Improving the effectiveness of interaction between state bodies and institutes of civil society in the field of combating corruption" organized by UzLiDeP jointly with the General Prosecutor's Office of the Republic of Uzbekistan and the Republican Interdepartmental Commission on Combating Corruption.

It was attended by representatives of various ministries, departments, organizations, institutions of civil society, public fund for support of NGOs and journalists.

The event stressed that the country has not yet created a specific legal mechanism for implementing public control over the activities of state bodies. At the same time, the State Program on fighting corruption for 2017-2018 envisages the development of the draft law "On public control". In this context, it is highlighted that the deputy corps of UzLiDeP will have to take this factor into account in drafting the draft law.

The participants also noted that for the effective implementation of public control in the State and public administration it is necessary to establish an advisory council for the development of civil society initiated by the head of our state. It also requires resolving the issue of activating the social partnership of state bodies with NGOs and other institutions of civil society in the sphere of combating corruption and forming an intolerant attitude towards it.  So, within the framework of the event, the essence and peculiarities of social partnership and strengthening of organizational, practical and legal mechanisms in this sphere were revealed.

In the second part of the event, the participants divided into sections and discussed in detail the main problems and factors of social partnership in the field of preventing and combating corruption. During the discussions the participants worked on the issues of conclusion of agreements between State bodies, NGOs and other institutions of civil society, mechanisms for implementing public control in the field of combating corruption.

This kind of practical work is an effective contribution of UzLiDeP in cooperation with state structures to the solution of a strategically important task as combating corruption.
