Strong social policy is the foundation of prosperous life

Today, Uzbekistan prepares to celebrate the 25th anniversary of Independence under the slogan of “My life, my destiny – my sacred homeland, my beautiful and unique Uzbekistan” it calls for preservation of peace and wellbeing in every home. From the first days of independence, thanks to the wise policy of President Islam Karimov, Uzbekistan adhering to its own model of development is steadily following the path of building a democratic state and strong civil society, modernization and renewal of the economy, raise living standards. In a historically short period of time, in spite of experienced difficulties and trials, Uzbekistan achieved high rates of economic growth, enormous successes and milestones in the implementation of national model of reform. Own development way of Uzbekistan, the viability of which is proved by the time, is increasingly recognized in the international community. In difficult conditions due to the decisive action of the President Islam Karimov in 1989-1990 about 1.5 million families were allowed to engage subsidiary farming, and 700 thousand families have received plots of land, which allowed to soften the critical social situation in that period. Uzbekistan since the first years of independence refused the "shock therapy" and conducts successive phased reforms. Principles of development were also identified the priority of economy over politics, the rule of law and a strong social policy. Rights of socially vulnerable layers of the population in Uzbekistan are regulated in a number of laws, namely the laws “On education”, “On citizens health care”, “On social protection of disabled persons”, “On employment”, “On guarantees of the rights of the child”, “On state pensions of the citizens”, “On labour protection”, “On physical culture and sports”, the Labour Code and others. About 60 percent of state budget is being channeled to social development of the population. It should be noted that Uzbekistan was one of the first states on CIS area to draw attention to social issue and to youth policy as well as the first of the CIS countries to adopt in 1991 the Law “On social protection of disabled persons in the Republic of Uzbekistan” and “On state youth policy in the Republic of Uzbekistan" were adopted. Uzbekistan was the first of the CIS countries who developed and introduced into practice a completely new and effective model of education. In accordance with the Law "On Education" and "On the National program for personnel training" in the country has a system providing modern experts, modern schools, academic lyceums and professional colleges. Today, the annual cost of the State budget for education and training constitute 10-12 per cent of GDP. This is almost twice the size of UNESCO's investment recommendations, which should be addressed in this area to ensure stable development of the country, namely 6-7 per cent. The practical realization of the principle of a strong social policy can be seen as an example of changes and updates in health. In particular, last year in the country for the construction, reconstruction, capital repair and equipping of 141 medical institutions were sent to approximately 500 billion soums. Мodern diagnostic and therapeutic equipment of rural health units have been optimized and equipped. Due to the measures taken in this direction achieved a dramatic reduction in the incidence of the population. The average life expectancy of people grew from 67 years to 73 years, and of women – up to 75 years, the large-scale reforms in the sphere of health allowed yet to achieve, as envisaged in the Millennium Development Goals, the decrease of the mortality rate of children of up to 5 years by third and the decrease of maternal mortality by one third. Today our country is gaining high assessment of the leading authoritative rating agencies of the world on the growth of the economy, create the best conditions for business and ensure security in the country, taking care of the health of citizens, which is a good example of the implementation of well thought-out wise and farsighted policy of the state.
