UzLiDeP: New Uzbekistan – New Management

For the party, New Uzbekistan is a state in which there is a professional parliament that protects the rights, freedoms, legitimate interests of the individual, business, the private sector and the principle “Not the person for the state, but the state for the person”.

The party’s priority tasks are comprehensive development and strengthening of parliamentarism, strengthening of the role of political parties and people’s power. UzLiDeP forwards the following ideas: the party that won the parliamentary elections proposes not only the Prime Minister, but also the Speaker of the lower house of parliament, the composition of the government, the transition to a proportional election system, improvement of parliamentary control laws in order to ensure accountability and transparency of the authorities in accordance with the requirements of the time, improving the quality of work in lawmaking, systematization of the legislative framework and the optimal reduction in the number of by-laws, applying the adoption in lawmaking of the “smart ordering” model, the implementation of the principle “people are the only source and author of the law, laws are adopted to improve and liberalize the life of people and society”.

In this direction, the party advocates a firm position – we need direct and immediate laws and it is necessary to stop the definition of by-laws by general norms. In this regard, in order to ensure the participation of the public in the process of adopting normative-legal documents and determining the rights and obligations of public organizations in this direction, the party proposes to adopt the law “On the organization of public discussion of normative-legal documents”.

The party also proposes to improve the activities of Councils of people’s deputies, expand their powers, and most importantly, strengthen the responsibility of these structures for socio-economic development of territories, increase the level and quality of life of the population, form and control the local budget. We are supporters of ensuring the openness of the people’s representative bodies for citizens, the consistent implementation of the concepts of “Electronic Parliament” and “Electronic Council of People’s Deputies”.

The party’s goal is to achieve Uzbekistan’s entry into the 30 countries of the world where a high level of public administration quality, information and communication technologies are widely implemented. We firmly adhere to the position that the Public Service is a professional official activity of citizens, which should be carried out by professionals in their field. This guarantees effective and qualitative public administration and stable development of society!

We have shortcomings in this direction, much is said about the incompetence of individual representatives in certain issues, which is the subject of wide discussion in the media and social networks. In this regard, the party proposes the introduction of modern management methods and the principle of corporate governance, the implementation of outsourcing programs and a new personnel policy that provides for the ability to think in a modern way, qualified specialists, representatives of political parties, the private sector, and strong foreign experts with new thinking and able to develop and implement innovative, more adapted management models, including design models of Agile, Scrum, Kanban, PRINCE2 and others, the full and effective implementation of the norms of the concept of administrative reforms, ensuring stable and effective activities of the government, state institutions and local executive authorities, the quality and efficiency of public services, the simplification of all types of public services based on the BPR system (Business process reengineering), the widespread introduction of modern information systems in the public services service, the expansion of state-owned “one window” services, improving management in this sphere in order to ensure innovation and technological development in Uzbekistan. The party evaluates the activities of state and economic management bodies by such indicators as support for entrepreneurship, attracting investments, transparency in distribution of budget funds, effective and targeted use of state property.

In the context of formation of the information society, at a time when information and knowledge have become a strategic factor in development, the party believes that ensuring the development and competitiveness of the country depends on the level of implementation of modern information, communication and digital technologies in all spheres of society and states.

Currently, in the technological park of software product and information technologies created in Mirzo Ulugbek district of Tashkent city, the first projects on information, financial technologies, logistics, e-commerce, e-education, biotechnology and other areas are being successfully implemented. For example, outsourcing provides technological services to transport companies, cafes and pizzerias operating in the United States. Foreigners like the affordability and quality of such technology park services. In order to create conditions for further expansion of the sphere, it is planned to build IT offices, a business center, a hotel and other facilities on seven lots on the territory of the technopark. It is envisaged that the annual volume of production produced here will exceed 10 million USD in 2020 and reach 100 million USD in 2025. Over the next 5 years, it is planned to increase the export of the software product in the country as a whole, and increase the share of the information technology sector in the country’s gross domestic product by at least 4 percent. At the same time, the execution of a number of projects for the implementation of Big data continues, that is, the processing of voluminous information and technologies of smart and safe city, incorporating the Internet of things, smart video surveillance and a monitoring system for public places.

In particular, in October this year, smart hotels began to operate in Uzbekistan, these are the new Congress Hall and the Hilton Hotel located in Tashkent City. These modern buildings have integrated, cybersecurity cloud services management systems (BMS). Within the framework of the Safe City project, activities are underway to ensure video surveillance of cases of traffic violations throughout the country, monitor the safety of residential buildings and social facilities, streamline parking lots and parking spaces. Recently, Uzbekistan and the UAE have launched One Million Uzbek Coders project, providing the population with the opportunity to receive free distance education through a specialized online portal. The goal of the program is to train a generation of specialists in digital technologies and provide them with necessary knowledge and programming skills.

To this end, the party proposes comprehensive measures to introduce the Digital Uzbekistan 2030 program, Big Data technologies, blockchain, smart, safe city, Internet of things, and further development of telecommunication infrastructure, ensuring, on this basis, an increase in the country’s GDP by 30 percent and the country’s entry into a number of advanced states according to the international indices for the digital economy readiness and ICT development, the introduction of fiber-optic Internet communication systems in all settlements and education institutions of the country and reduction of prices for the Internet services, preventing the purchase of Internet traffic through external Internet channels and their distribution in the country, creating an effective dialogue between business entities and government bodies, implementing the concept of Electronic Government to prevent red tape, further development of information resources and technologies of the activity of state bodies and other organizations, development of the mechanism of state private-private partnerships, in particular, the complete digitalization of office work in the state cadastre, simplification of the registration of property.
