What amendments are being introduced to the land use procedure?
On December 12, 2024, the UzLiDeP faction in the Legislative Chamber of the Oliy Majlis, in collaboration with the Committee on Agrarian and Water Management issues, held a meeting dedicated to discussing a draft law aimed at further improving the procedure for using land plots.
This draft law was developed to ensure the implementation of the Decree of the Head of State of December 3, 2020 and to improve the procedure for using land plots. It introduces amendments and additions to certain legislative acts that introduce permitted types of use of land plots.
The Land Code has also been supplemented with a separate chapter, which reflects the procedures for introducing the permitted use of land plots and their determination and amendment. An additional provision has been introduced into the Code of Administrative Responsibility, which provides for the mitigation of fines for failure by citizens to timely apply to the body responsible for state registration of rights to real estate for state registration of rights to housing.
During the debate, the deputies specifically addressed the essence of the draft law. In particular, it was noted that the UzLiDeP election program set as a priority the creation of legal grounds for granting permission to privatize land plots to entrepreneurs who have fulfilled their investment obligations in small industrial zones, and it was emphasized that the innovations envisaged in the draft law are consistent and coherent with these goals.
During the discussions, proposals were made to improve and refine the draft law. In particular, deputy Saidullo Azimov raised clarifying questions regarding Article 682 of the draft law, while deputy Shakhnoza Kholmakhamatova was interested in what new norms are introduced in the draft law to solve some of the problems currently arising in the use of land plots.
The initiators of the law gave a detailed explanation of the issues raised.
At the meeting, it was noted that the responsible committee would thoroughly analyze all the proposals the deputies and working group members raised, which would be considered when preparing the draft law for the second reading.
