Bakhtiyor Sultannazirovich Yakubov was born in 1969 in the Republic of Karakalpakstan.

He has a higher education, in 1993 graduated from faculty of history and social studies of Tashkent State University, in 2006 graduated from faculty jurisprudence of the Tashkent State Institute of Law. Doctor of Political Science.

He began his working career in 1993 as a teacher of the historical faculty at the Tashkent State University.

1998 - 1999 – Leading Researcher, Head of the Department of the Institute of Strategic and Interregional Studies under the President of the Republic of Uzbekistan

1999 - 2003- Consultant, Leading Consultant of the Office of the President of the Republic of Uzbekistan

2003 - 2005 - worked at the Executive Committee of the Political Council of UzLiDeP, participated in the process of forming central and regional party structures

2004 - 2009 - Deputy of the Legislative Chamber of Oliy Majlis of Uzbekistan

2005 - 2010 - Deputy Chairman of the Committee on the Issues of Defense and Security of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan

2010 - 2015 - Deputy Speaker of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, head of the UzLiDeP faction.

From 2015 to the present - Deputy Chairman for organizational-party work and personnel issues of the Executive Committee of the Political Council of UzLiDeP (since 2005 he held this post on a voluntary basis).

In 2006, he awarded the State order "Mehnat Shuhrati".
