Shoumarov Dilshod Shavkatovich was born on July 31, 1964 in Tashkent city. Nationality - Uzbek. Member of the Movement of Entrepreneurs and Businessmen - Liberal Democratic Party of Uzbekistan (UzLiDeP).
In 1981-1986 he graduated from the Tashkent state institute of oriental studies (now - National University of Uzbekistan) and in 1998-2000 he graduated from the Tashkent State Economic University, and received a specialization in oriental studies and Master of international business.
