Dear Compatriots!
Uzbekistan, where you and I were born and raised, is the only Motherland in this world! There is no Motherland, no homeland for us anywhere else. Therefore, our filial and conscientious duty is to make the Motherland a holy, equal, powerful, free, and prosperous country.
Our future generations will judge us according to how we have fulfilled this duty. Therefore, the people of Uzbekistan should use all their strength and intelligence to improve the country and themselves in every way!
The Liberal-Democratic Party of Uzbekistan, under the leadership of the President of the Republic of Uzbekistan Shavkat Mirziyoyev, recognizing the historical reforms that have been implemented to support entrepreneurship, help people in need, maintain a policy of openness, increase the country’s economy and international prestige, believes that continuing the work in this regard consistently and firmly is the only correct way of developing Uzbekistan.
The Movement of Entrepreneurs and Businesspeople – the Liberal-Democratic Party of Uzbekistan, united on this glorious path and turning to you – is a leading political force that has taken responsibility for the full implementation of the Election Program and the Uzbekistan 2030 Strategy announced by the country’s President Shavkat Mirziyoyev at the party’s 11th session.
The party recognizes that the primary goal of the reforms implemented in our Motherland is aimed at a person, his free life, dignity, and well-being. Today, we are witnessing that our people and state bodies, civil society institutions, and the business community are coming together to liberate all aspects of life and achieve 100 important goals defined in the Uzbekistan 2030 Strategy.
The renewed Constitution of the Republic of Uzbekistan, adopted by the will of our people in the referendum held on April 30, 2023, created a solid legal basis for establishing New Uzbekistan.
At the same time, further acceleration of the country’s development in the renewed constitutional and legal conditions is the demand of today’s era.
For our people to live a prosperous life, for our children to enjoy quality education and medicine, for our women and elders, for our compatriots to live happily, for our people to have a full table, and for our tomorrow to be bright, the party sets itself 500 tasks for the following five specific goals:
Achieving the well-being of every person, family, and society through sustainable economic growth;
Ensuring quality education, medicine, and strong social protection;
Creating favorable environmental conditions for the population;
Establishing a fair and modern state in the service of the people;
Guaranteeing the sovereignty and security of our country.
I. WE ACHIEVE THE WELL-BEING OF EVERY PERSON, FAMILY, AND SOCIETY THROUGH SUSTAINABLE ECONOMIC GROWTH
The renewed Constitution created a favorable business and investment environment and legal guarantees of freedom of business activity.
At the same time, the scale of doing business in our country is still at the level of current requirements, the opportunities of networks need to be used more, and many problems must be solved quickly to satisfy the population.
Therefore, the party offers practical solutions to ensure the population’s welfare through sustainable economic growth.
By 2030, the gross domestic product will reach $160 billion, and the per capita income will be $4 thousand. This will create the basis for Uzbekistan to join the ranks of countries with incomes above the average worldwide.
We will turn Uzbekistan into a country of entrepreneurs. We will take all necessary measures to increase the number of entrepreneurs to over 3 million.
We will create sustainable jobs and reduce poverty
In the next five years, our priority task will be to reduce the poverty level in our country by twofold.
The most essential task of our party is to develop local programs to attract the population to entrepreneurship.
Separate master plans of districts, cities, and mahallas are developed, and massive entrepreneurship is achieved. Unemployment will be reduced to a low level.
Vocational training will double yearly, and at least 1 million citizens will be trained in market-agile professions in five years.The participation of non-state educational institutions will increase from 30 percent, and mono-centers will be established in all districts (cities).
A system will be introduced to help school graduates to acquire at least one profession by the state.
Within the framework of family business programs, the volumes of preferential loans will be increased by 30% every year.
Social entrepreneurship will be further encouraged, and property and land tax benefits will be given to entrepreneurs who employ people needing social protection. We will introduce a system of granting credit holidays for citizens under challenging situations.
We will focus on the development of internal labor migration. Sources of financial support for employment will be expanded.
We will develop a system of private employment agencies.
We will offer to distribute the newly used land to the population.
We will limit the state’s intervention in the economy and create a favorable business, investment, and competition environment We favor sharply reducing the state’s participation in the economy, increasing the share of the private sector through the privatization of state property, and transferring monopolistic industries to market principles.
We will take all necessary measures to strictly prohibit government officials’ interference in business activities, including farmers’ activities (harvest management, price setting, etc.).
We will strengthen the responsibility of the officials of state bodies for interfering in the activities of entrepreneurs in any illegal way.
We support ensuring that entrepreneurs legally operating and paying taxes on time are not audited.
We will increase criminal liability for violating the privacy of private property, seizing land without complying with legal requirements, and causing property damage.
We favor reducing the types of crimes related to business activities and liberalizing this sector.
We will take steps to simplify further doing business and cancel about 1000 bureaucratic requirements.
We will reduce the number of licenses by half and introduce a notification system for 60 activities for which the permit will be invalid.
We relentlessly fight the evil of the hidden economy through means that do not create obstacles to business.
We will simplify the obligations of employers in the private sector to the employee under labor law. To speed up access to the World Trade Organization, in particular, the benefits given to entrepreneurs will be reviewed from the point of view of fairness and equality.
We favor inefficient enterprises that “pull their carts”, like the private sector, without additional support from the state. We support expanding the implementation of public-private partnership projects in water management, ecology, and energy.
We will take the initiative to attract private businesses to build roads, gas, and electricity. We will take all necessary measures to increase the non-state sector’s share of the economy to 85 percent in the next five years. It is necessary to reduce the number of enterprises with a state share by six times.
The Law “On Public Procurement” will be consistently improved to increase transparency in public procurement and further expand the participation of small businesses in it.
We support measures to attract investments worth $250 billion, including $110 billion in foreign investments and $30 billion in public-private partnerships.
Necessary opportunities will be created for the entry of prestigious foreign banks into the banking market and the expansion of non-banking financial services.
The stock market will reach $10 billion, and the list of companies whose shares are subject to initial public offering (IPO) and secondary public offering (SPO) will be expanded.
We believe it is necessary to develop the law “On the development of the capital market”.
We will take concrete measures to develop the crypto assets market and liberalize legislation.
We support the creation of all legal bases for establishing a privately funded pension system.
We propose to develop an Investment Code. We promote the initiative to extend the land lease term for foreign investors from 25 to 49 years.
We propose to develop new laws “On Venture Investments” and “On Crowdfunding”.
We will speed up the adoption of the Business Code.
We support a stable, simple, and fair tax policy!
We will work to simplify the tax administration system, create fair and equal conditions for all entrepreneurs to pay taxes, and implement a policy that ensures the stability of tax rates.
We will take measures to drastically reduce the impact of the human factor on tax reporting.
We propose to set the limit on the total income from the sale of goods at 5 thousand times BCV for turnover taxpayers.
We favor canceling some requirements for registering a business entity as a VAT payer in the Tax Code and other regulatory documents, making the monthly fee charged to entrepreneurs for their use acceptable by introducing the software of online control cash registers by the state.
We will turn industrial networks and modern services into drivers of the economy
We will take the necessary measures to develop the industry based on advanced technologies, thereby increasing the volume of industrial products by 1.4 times and labor productivity by two times and implementing large projects worth $115 billion.
We will conduct a cost reduction policy in the industry. We will outsource the management of special industrial zones to foreign companies.
Taking measures to increase the volume of car production to 1 million units per year is in line with the wishes of our electorate.
We will support entrepreneurs in every way to turn Uzbekistan into a regional textile hub.
All necessary steps will be taken to increase the industry’s value added to $45 billion and create 2.5 million high-income jobs. We favor increasing the funding opportunities of the Industrial Development Fund to over $1 billion.
We will create legal grounds for allowing the privatization of land plots to our entrepreneurs who have fulfilled their investment obligations in small industrial zones. We are in favor of allocating land to competent entrepreneurs from small and youth industrial zones, who would be able to pay in installments of up to 10 years.
We will increase the export potential
The export volume will reach $45 billion.
We will be the leading force in accelerating the realization of the idea of “New Uzbekistan – the country of competitive products”
Special export zones will be established with 50 prestigious foreign brands, and loan interest rates will be reduced for exporting entrepreneurs.
Each district will create two new industrial zones, creating at least a thousand jobs.
The export of IT services will increase to $5 billion.
We will form a stable and efficient financial services market that ensures high economic growth
In this direction, the party pays special attention to ensuring fiscal stability, curbing inflation within forecast indicators, and ensuring the price stability of essential goods and services.
By reducing the cost of credit resources, we will take measures to lower loan interest rates by 3-4 points.
We will increase the volume of annual lending to $40 billion, increase the share of loans in the economy in relation to the gross domestic product, and quadruple the volume of deposits.
We will develop infrastructure and tourism
We will focus on building 5,500 kilometers of cement-concrete roads from district centers to every village and on providing full settlement coverage with public transport.
We will strictly control the targeted spending of the $2.5 billion allocated for providing drinking water to all settlements.
One of our primary goals is to continuously provide the economic sectors and the population with the necessary energy resources.
To expand the tourism industry in New Uzbekistan, region-specific tourism master plans will be developed based on the experience of developed countries.
To effectively use the opportunities of agrotourism, we propose to develop the Agrotourism 2030 Strategy.
We will support adopting a special program to develop ecotourism in the Republic of Karakalpakstan and the Aral Sea region.
Based on public-private partnership, the investment attraction of $14 billion in priority sectors such as transport, road construction, and water management will be supported in every way.
We expect significant airports to be modernized and the number of private airlines to increase. We favor involving the private sector in the reconstruction and maintenance of roads.
Considering the near and distant future, irregular urbanization must be ended and systematized.
For this purpose, master plans of all settlements will be prepared.
Facilities will be located taking into account socio-economic and demographic growth. We recognize that implementing renovation programs is vital to renewing high-rise buildings in emergencies.
Currently, these programs must maintain the integrity of private residences and non-residential premises belonging to citizens and business entities.
We favor the guarantee of property rights and the legal interests of homeowners and entrepreneurs in the law on renovation so that no decision regarding the fate of the property is made without the owner’s consent.
In this direction, we will conduct effective parliamentary and public control. Improving the road infrastructure and installing road signs in the proper and necessary places is essential to drastically reducing traffic accidents.
To prevent city traffic jams and ensure road safety, we favor giving land plots to private entrepreneurs to construct parking lots.
We will comprehensively cover the villages with the Internet and increase its speed by ten times.
We will widely introduce public-private partnership mechanisms to manage social facilities’ irrigation, drainage, waste treatment, energy, and heat supply systems.
We will ensure food security and develop the agricultural sector
In this regard, our main task is to fully satisfy the population’s demand for quality food products and achieve price stability of agricultural products in the domestic market.
We will try to increase the average income from 1 hectare of agricultural land to $5 thousand.
We support the establishment of intensive orchards and vineyards on 300,000 hectares at the expense of developing unused areas.
We support the establishment of branches that help to receive, sort, store, process, and sell the products grown in each neighborhood.
We create the legal basis for the development of cooperative relations between farms.
We will organize 100 agro-logistics centers with a capacity of 2.5 million tons to store the grown products. It is necessary to introduce tax incentives for farms growing organic products.
We will mobilize all opportunities to increase exports in the industry to $10 billion per year. We support adopting the National Program on the Development of Agriculture in accordance with Climate Change and the Prevention of Soil and Pasture Degradation.
We will support the initiative’s implementation to attract $15 billion in investments in the industry.
We propose to expand the capabilities of the Council of Farmers, Dehkan Farms, and Owners of Household Lands of Uzbekistan to protect farmers’ rights.
We offer preferential loans to farmers and set their repayment terms based on seasonality.
We will improve the legal basis for turning agricultural land into a real market asset, selling leasehold rights in installments, and using it as collateral.
We will develop the law “On Agro-Industrial Clusters”.
We will improve the legal basis of the crops and livestock insurance system.
We will take measures to remove obstacles to importing fertile, disease-resistant plant seeds and seedlings from abroad.
We will focus on digital economy and artificial intelligence
We suggest adopting a digital economy, developing innovation, creating legal and financial conditions that encourage the effective use of artificial intelligence, and rapidly developing the digital industry.
We will focus on accelerating the export activities of enterprises specializing in digital technologies.
We will develop a program to establish the “chip industry”, artificial intelligence, nanotechnologies, and similar advanced industries.
We aim to establish general principles, norms, standards, and rules for implementing and applying artificial intelligence technologies and digital data processing. We regulate the amount of commission rates charged from taxi drivers to taxi companies (e-taxi services).
II. WE WILL PROVIDE QUALITY EDUCATION, MEDICAL CARE AND STRONG SOCIAL PROTECTION
The renewed Constitution declared Uzbekistan a social state, and its social obligations tripled.
In recent years, much work has been done to implement the principles of the welfare state, increase the coverage and quality of all levels of education, provide qualified medical services, and improve the social protection system.
However, issues are still waiting to be resolved.
We will provide quality education
We believe New Uzbekistan should be among the world’s leaders in education and intellectual development.
We will guarantee the satisfaction of the need for preschool education.
We will primarily support public-private partnerships and non-governmental preschool education organizations.
Considering the parents’ opinion, we will consider providing all kindergartens with a computer class.
We will take measures to double the average salary of pedagogues of preschool education organizations and general secondary education institutions.
We propose increasing the funds paid for more than 153,000 class leaders in general secondary schools.
In the coming years, the implementation of the State Program for the Development of Schools will be at the center of our attention.
We consider creating 2.5 million additional student places by 2030 and fundamentally improving the quality of education as one of our tasks.
The number of non-state general secondary education organizations will be doubled, and preferential loans for 1 trillion UZS will be allocated to start their activities.
We will achieve the introduction of a non-governmental “educational audit” system that is independent of state organizations and evaluates objectively.
We support the participation of non-state schools in all competitions and events held between schools.
Our party will work on increasing the awards given to teachers of students who won national and international olympiads.
Enrichment of the library stock and complete digitization aligns with our above goals.
Our party controls the supply of clean drinking water to kindergartens and schools, the connection to the sewage network, and the installation of local sewage systems.
We will improve the professional education system based on international standards.
By 2030, we will mobilize all measures to increase the coverage of graduates with higher education to 50%.
Introducing at least 50 joint study programs and the “double degree system” in cooperation with foreign universities in the world’s top 500 will improve the higher education system.
We will introduce the practice of providing long-term and preferential loans in foreign currency so that our young people can study in universities included in the Top-100 global list.
In the coming years, we will monitor the implementation of tasks related to constructing additional 120,000-bed educational buildings and 150,000-bed student residences for universities.
We will increase the efficiency of scientific research and the scientific potential of higher education institutions to 70%.
By 2030, we will achieve a 10-fold increase in the share of funds directed to science in the gross domestic product.
We actively support initiatives to increase the share of researchers under 40 to at least 60% and to double the average salary of scientific staff.
We will create the necessary conditions to increase the number of scientific researchers to 2,000 per million residents.
We believe it is essential to implement 200-million-dollar programs to send talented young people to study at the most prestigious foreign universities at the state’s expense in biotechnology, artificial intelligence, and other high-tech areas.
We will take all measures to ensure that Uzbekistan enters the ranks of the top 50 countries in the Global Innovation Index.
We will take measures to double the number of new innovative developments and commercialize these developments.
We strive to raise the awareness of the society
We will mobilize all our strength and capabilities to turn New Uzbekistan into a country with high culture and spirituality, where free and happy people live.
In this regard, the concept of “New Uzbekistan – an enlightened society” and a national program for its implementation will be developed.
We will continue to pay continuous attention to scientists and creative intellectuals, provide material and moral support, and improve working and living conditions.
Comprehensive measures will be taken to improve further the material and technical base of cultural and sports institutions, libraries, theaters, and museums.
We will provide qualified medicine
Only a healthy people and a healthy nation are capable of great things.
We will use all our capabilities for the most important tasks, such as drastically reducing the number of diseases among the population, actively introducing a healthy lifestyle, and increasing the average life expectancy to 78 years.
We have set as one of the main goals to increase the annual funds allocated to medicine from the budget by at least two times, that is, to $6 billion in the next five years.
We will focus on disease prevention.
In the coming years, we will mobilize all our efforts to reduce the mortality of mothers and children, genetic diseases among children by at least two times, and early death due to oncology, cardiovascular disease, and diabetes by 2.5 times.
To reduce oncological diseases among women, appropriate periodic medical examinations are introduced for women over 40 years old.
We will determine the legal basis of guaranteed free medical care and its exact amount.
We will speed up the development of the draft law “On Medical Insurance”.
The party considers the complete digitization of the healthcare system a task that must be completed.
We propose introducing a system of allocating loans to citizens for medical services. To restore health, it is necessary to create an opportunity to get a loan from the bank for a preferential period of 3 years.
Five thousand children with heart defects and 10,000 babies with a high risk of vision loss are treated annually for free.
Necessary conditions are created for the treatment and recovery of oncological patients, and their return to everyday life is supported.
Costs of stem cell transplantation for children of needy families with oncological disease will be fully covered by the state.
The party proposes to simplify the licensing procedure for non-state medical institutions to provide all medical services, except for the types of medical activities associated with a high level of risk for the population’s life, health, and sanitary-epidemiological peace, to perform complex operations.
We propose introducing the “Social package” system, which includes medical care, additional vacation days, travel allowances, and housing rent for highly qualified specialists in educational and healthcare organizations in remote areas.
We propose to allocate quotas for doctors of non-governmental medical organizations when sending doctors to foreign countries for experience exchange at the state’s expense.
We promote the introduction of a private health insurance system and state health insurance as an essential initiative.
This way, measures will be taken to increase the private sector’s share of medicine to 25%.
Importing low-quality and dangerous medicines into the country will be strictly prohibited.
Modern pharmaceutical clusters and zones will be established, and the effectiveness of the existing ones will be increased.
We will provide citizens with affordable housing
We will implement the slogan “Let every family have their own house”!
In the coming years, we will pay special attention to constructing 1 million housing units by allocating $15 billion to additional housing construction.
We will systematically work on providing preferential and long-term loans to construction-contracting organizations and residents. We will obtain preferential mortgage loans to purchase housing for persons under 35 with three or more children.
A system will be introduced in which half of the value-added tax will be refunded to citizens who buy new housing.
The hidden economy in construction will be eliminated.
“Prosperous village” and “Prosperous mahalla” programs will be systematically continued.
We will support appropriate social services
Based on the principle of “New Uzbekistan – a social state”, we will implement appropriate measures to improve the quality of social services further and reduce poverty.
In this regard, the National Social Protection Agency’s powers and scope of activities will be further expanded.
Salaried citizens will be exempted from income tax up to 3 times the minimum wage.
We suggest revising the amounts of social norms for electricity and natural gas consumption based on seasonality, the inclusion of household members in the social security register, and the number of families.
We believe it is essential to ensure transparency and openness in financial reporting in energy supply.
Work on the support of disabled persons will be continued.
A system will be introduced in which orthopedics, rehabilitation, medicine, and drugs are chosen by disabled persons, and the state pays for them.
Funds allocated for prosthetic and orthopedic products will be increased by 250 billion UZS.
We believe that this will simplify the determining of disability and avoid wandering. The Medical and Social Expert Commissions should receive information about the patient from the electronic system and make it electronic.
The party will systematically work toward transitioning to a social model for determining disability. It supports creating the necessary conditions for disabled persons who want to work.
Also, introducing a system of paying wages to needy people who care for a disabled person in their family will serve the interests of both.
We favor expanding the procedure for providing benefits to entrepreneurs who have trained people with disabilities to earn income by involving them in business.
We will focus on making sports more popular.
We will support the owners of our future – young people in every way
Our party systematically works to create valuable jobs for young people and help finance business activities.
It implements elaborate plans for training young people in crafts, modern professions, and foreign languages, improving their spirituality and enlightenment, increasing their reading, social support, and broad involvement in the IT field and sports.
We actively support youth employment and entrepreneurship. In particular, we will fundamentally revise the system of training unemployed youth for modern professions and introduce vocational training based on the order of enterprises.
The party establishes a “Youth socio-economic center” on at least 100 hectares in each province. According to our plan, these centers will be a real “factory of projects” for our youth.
To attract young people to entrepreneurship, we will expand microfinance services and create opportunities for the wide use of modern financial instruments.
For our young people starting their business in a rented building, 50% of one year’s rent will be covered.
We believe that developing a paid internship system for students in state organizations is necessary.
We support improving the activities of Career and internship centers organized by higher education institutions.
Establishing “Independent Development” centers in each mahalla aligns with the party’s youth policy and aims to organize young people’s free time meaningfully.
To further popularize the IT sector among young people and increase service exports, an integrated “IT education” and service chain consisting of “school – university – IT company” should be created.
We propose to build special housing for workers and to issue preferential mortgage loans to 1,000 young families every year.
We will create all conditions for our women to live happily
The rights and interests of women, increasing economic, social, and political activity, and issues of gender equality will continue to be the main tasks for the party.
We will consistently continue the policy to activate women’s entrepreneurship in society.
We strongly focus on empowering women in remote work and digital entrepreneurship.
Thus, the unemployment rate among women will be reduced by two times.
We favor increasing the share of women in management positions to at least 30 percent.
We will strengthen the institutional and legal basis for expanding legal and psychological support services for women in difficult situations.
We consistently work on creating legal bases for introducing an online work system for women on maternity leave.
We will introduce an unemployment insurance system to support young women and children who have lost their jobs due to business closures.
We will support the elderly
We propose to adopt a separate program to restore health and meaningful rest for older people.
We will help more than three million elders in our country undergo free medical examinations yearly, receive treatment in hospitals and sanatoriums, and organize trips around our country for them.
We promote the strengthening of free medical and necessary social services for older people over 70 by passing the law “On the protection of the health of the elderly”.
By improving the pension system, we will introduce the practice of paying part of the pension payments for the needs of citizens before they reach retirement age.
III. WE WILL CREATE COMFORTABLE ENVIRONMENTAL CONDITIONS FOR THE POPULATION
In recent years, our country has consistently implemented comprehensive measures to improve the environmental situation, ensure ecological safety, prevent the harmful effects of waste on human health, rational use of natural resources, and improve the quality of sanitary conditions.
As part of the national project “Green Space”, 1 billion saplings were planted in our country, and forests were planted on an area of 2 million hectares in the dry bottom of the Aral Sea.
In the next six years, the areas where water-saving technologies were introduced in our country exceeded 700,000 hectares. In Uzbekistan, steps have been taken to transition to a green economy.
However, along with our results, we should monitor several problems.
Because water resources are not used rationally, the dust and gas in cities have increased four times the norm, and the reduction of green spaces in the regions indicates that we still have much work to do in this area.
Therefore, we take effective measures to preserve our mother nature and pass it on to future generations. We believe that it is essential to pay attention to the following in this direction:
We will use water resources wisely
We believe that it is essential to introduce public-private partnership and outsourcing frameworks in the water sector.
Because the problem of water resources will be the most urgent issue for our region and country in the coming decades.
Today, 70 percent of the land is irrigated in the old way, 60 percent of the canals need to be concreted, and 16 billion cubic meters of water are lost yearly.
Therefore, it is necessary to introduce water-saving technologies in all cultivated areas within five years.
We will establish a procedure for introducing a reimbursement system of 50 percent of the costs of farmers who have introduced water-saving technologies.
We support implementing the “Clean Water” project, which aims to allocate consumer loans on a preferential basis for installing water filters in citizens’ homes and introduce a single standard for the content of clean water in our country.
We will develop a draft Water Code. We encourage the economical use of water in households, enterprises, and organizations and educate the younger generation.
We will ensure the right to have a comfortable environment
We will strengthen public control over urban development and heat energy consumption to ensure citizens’ rights and prevent environmental damage.
We will fully cover all villages and cities with solid waste collection services and achieve at least 65% recycling.
We accept the Clean Air 2030 National Program to improve atmospheric air in all regions, especially in Tashkent.
Establishing the practice of conducting environmental audits in the territories and publicizing their results is essential.
We will develop the necessary infrastructure for environmentally friendly vehicles. A law promoting electric vehicles is also required.
We will reduce harmful emissions to the environment and reduce the negative impact of human activity on nature
Energy sources such as coal and fuel oil are causing severe damage to the environment. In their place, it is necessary to gradually introduce ecologically clean geothermal and other types of renewable energy.
Introducing the “Trade-in” system for old vehicles will allow citizens to pay the necessary amount in long-term installments to exchange them for cars of high environmental standards. We believe that these opportunities should be given first to teachers and doctors.
Production enterprises must calculate indicators of harmful waste emissions into the environment and air and develop a strategy to reduce them. We will provide benefits to enterprises that ensure the implementation of the plan.
We will pay primary attention to the Aral Sea region
We will establish an additional 500,000 hectares of green areas on the dry bottom of the Aral Sea, bringing their total size to 2.5 million hectares or 78% of the territory.
Projects worth $300 million will be implemented on the archipelago based on the international Green Climate and Global Environmental Funds programs, which aim to prevent biodiversity, climate change, and soil erosion.
We will further expand the nationwide project “Green Space”.
Allocation of 400 billion UZS annually to increase green spaces will improve the ecological environment in residential areas.
We believe state agencies, enterprises, and universities must organize their parks and establish a “green area” and a parking lot for contractors when building new housing.
We will pay special attention to increasing the number of green areas, tree groves, and flower gardens in our country to 30 percent. We will establish “green belts” in cities and their surroundings.
We favor expanding the scope of “Green Economy”.
We believe that green growth can ensure sustainable development in our country. We will increase the number of renewable energy sources in our country by 2.5 times and increase their share in the produced energy to 40%.
We will develop a broad application of green technologies, environmentally friendly products, and closed-cycle technologies in production.
We will support the development of infrastructure for the safe use of atomic technologies and energy, the construction of nuclear power plants, and their safe use to provide energy security and the economy with sustainable energy.
We will develop large-scale international cooperation in the transition to the green economy.
We will develop large-scale international cooperation in the transition to the green economy. Strict compliance with energy-saving requirements in construction will be ensured. Energy efficiency will be doubled.
Widespread implementation of agro voltaic practices in agriculture will be proposed.
We will consistently continue the work of broad involvement of the private sector in environmentally clean energy production processes.
IV. WE WILL BUILD A FAIR AND MODERN STATE AT THE SERVICE OF THE PEOPLE
In the past, a completely new communication system with the people was created in our country. The institutional system of the state office was revised, and significant changes were made to optimize it and improve its efficiency. Innovative approaches to the public service delivery system were introduced.
Therefore, many issues remain to be resolved in these areas. Today, efforts to improve the system of state and community management, ensure an open civil society, the rule of law and justice, and protect the rights of entrepreneurs must be strictly continued.
After all, the renewed Constitution defined Uzbekistan as a legal state. On this basis, norms related to human rights guarantees were tripled.
As a logical continuation of these works, we see the task of establishing a state in the service of the people as one of the main principles of the development of New Uzbekistan.
State and community management serves to ensure human rights and freedoms
First, we rely on the principle that providing human rights and freedoms should be the most crucial goal of state policy and activities of all state bodies.
State bodies must be effective means of serving the people. We will mobilize our strength and capabilities to strengthen the principles of “law and justice are paramount” and “punishment for crime is inevitable” in our society and to turn law enforcement agencies into agencies that serve only the public interest.
Restrictions on public servants’ use of costly things at the state budget’s expense and the purchase of expensive cars and telephones at the state’s cost will be regulated.
We propose revising the number of service vehicles in the executive power system to reduce budget costs.
We will pursue the principle of eliminating bureaucracy through digitization.
By transferring at least 300 public services (40 percent) to the private sector and halving citizen personal participation, we will create new amenities for the population.
We will create a system where government agencies will receive the necessary documents from the electronic database by canceling unnecessary formal procedures such as writing an application and filling out various forms when applying for public services.
We support strengthening budget organizations’ accountability to parliament and local councils to ensure transparency of expenses.
Regardless of the form of ownership, we believe that all labor teams must strictly adhere to the norms of working hours.
We will develop the civil society, mahalla institute
By improving local governance, we will make the local Council a true voice of the people.
We will strengthen the system that ensures the accountability, responsibility, and liability of the hokims to the Council.
The scope of responsibility and specific tasks of the hokim and the local council will be determined. More than 500 legislative documents related to the activities of local councils will be systematized.
The party takes the initiative to improve the legislation on non-governmental non-profit organizations based on the analysis of legislation, law enforcement practice, and advanced foreign experience.
We will pay special attention to turning the mahalla into a bridge between the public and state bodies to ensure the population’s well-being.
The issue of turning mahallas into places that solve most of the citizens’ issues based on the “one step” principle is highly urgent.
To further improve the population’s living conditions, we propose a threefold increase in funds allocated to “Participatory Budgeting”.
From the “Participatory Budgeting” project, we propose to remove the financing issues of preschool education, schools, and medical institutions and move them to financing through separate sectoral programs.
We will achieve the rule of law, justice, and fairness as the foundation of a democratic state
We believe that the rule of law, guaranteeing the independence of the judiciary, and ensuring justice are the state’s priority tasks. We will ensure that only the law and the court defend citizens and businesses in New Uzbekistan.
An independent judicial system and fair trial guarantee the rule of law.
We will mobilize all possibilities to achieve justice by establishing effective public control over the activities of state bodies and officials.
Based on advanced foreign experience, we favor implementing the “right of judicial precedent” in legislation. This right allows the application of a court document issued in a specific court case to other similar cases.
We favor creating an opportunity for reconciliation without initiating a criminal case based on the victim’s request.
Alternative sentencing and other legal remedies will be expanded so offenders can go on the road to recovery.
We propose that separate judges consider the issue of sanctioning the restriction of individual rights in the investigation.
An end to the practice of “custodial investigation” for economic crimes, instead of which the possibility of bail will be widely used. In this case, the accused or the defense attorney can apply to the courts to change the precautionary measure.
By introducing standards for communication with internal affairs and national guard bodies’ employees, we will turn them into defenders for people.
We favor strengthening the requirements for handling personal data in all areas. Our ultimate goal is to ensure the privacy of our citizens and protect their property and funds from fraudsters and cybercriminals.
We propose drastically reducing road traffic accidents, increasing criminal responsibility, and depriving drivers who drive at high speeds of the right to drive a vehicle.
We are in favor of granting the right to receive alimony from the perpetrators until they reach the age of 18.
The Chamber of Advocates’ activities to protect lawyers and ensure their rights and legal interests will improve.
By introducing the ranking of lawyers, the competitive environment in the legal system will be developed, and potential lawyers will increase.
The party proposes to revise several norms that hinder doing business:
– cancellation of the administrative liability established for failure to provide information on changes in address, bank details, or re-registration of the entrepreneur;
– establishing at the legal level to allow the suspension of transactions in the bank accounts of business entities only by court order;
– stipulating in the law that the supervisory bodies are obliged to notify the Chamber of Commerce and Industry at least ten working days in advance of the inspection;
– classification of the amount of the administrative fine related to the violation of tax discipline, taking into account the impact of the economic consequences caused by the violation;
– establishing in the legislation that failure of business entities to fulfill their contractual obligations to banks and other financial organizations regarding the services provided to them, including loans, due to reasonable business risks is not a basis for holding them criminally liable.
We will continue the policy of openness and expand communication with the people
We consistently continue the policy of freedom and openness, strictly guaranteeing the freedom of mass media and citizens’ rights to receive, use, and distribute information.
We support the development of an independent non-state press system and oppose any attempts against freedom of expression.
We will strengthen the fight against corruption
We will vigorously continue increasing the system’s effectiveness in eliminating corruption factors, forming an intolerant attitude towards corruption.
We will take measures to bring the state policy to a new level in the fight against corruption.
We will adopt the National Strategy for Combating Corruption until 2030.
V. WE GUARANTEE THE SOVEREIGNTY AND SECURITY OF OUR COUNTRY
The renewed Constitution establishes that the Republic of Uzbekistan will implement a peace-loving foreign policy to develop bilateral and multilateral relations with countries and international organizations. Accordingly, we will develop friendly relations and cooperation with distant and nearby countries.
We believe that democratic and socioeconomic changes and the development of society are possible only when peace, stability, and inter-ethnic and inter-civilian harmony are maintained in our country. In this direction, we will contribute to fulfilling the following tasks.
We will focus on ensuring religious tolerance and inter-ethnic harmony in our country and protecting our citizens from ideological threats, dangerous organizations, and harmful ideas.
To deeply study and widely promote our religious and spiritual heritage, we work regularly to fully utilize the capabilities of the International Islamic Academy of Uzbekistan, the International Center of Islamic Civilization, and other scientific and educational centers.
We will continue an open, pragmatic, and active foreign policy
Our party firmly believes that New Uzbekistan’s foreign policy should be based on the national interests of our people.
Based on this principle, we support the development of relations and cooperation with far and near countries and international organizations.
We favor continuing an open, pragmatic, and active foreign policy.
The party will use all its capabilities to rapidly develop good neighborly and strategic partnership relations with neighboring countries in foreign policy.
We support the active promotion of Uzbekistan’s initiatives in the political, trade-economic, and cultural-humanitarian spheres in the international arena, the practical cooperation in various directions in Central Asia, especially the rational use of water resources, and the development of transport corridors.
We support strengthening practical relations with the world’s powerful countries and our other strategic partners in a new format.
We believe that cooperation in security, trade, water, energy and transport, and cultural-humanitarian spheres in Central Asia should be brought to a higher level in terms of quality. In particular, efforts to ensure peace and tranquility in neighboring Afghanistan should be continued.
Expanding green corridors and transit opportunities for foreign trade is essential in transport.
Strengthening foreign relations in science, education, health, culture, sports, and tourism is necessary.
The party is in favor of strengthening economic diplomacy.
All our diplomatic missions should focus on attracting investments and innovations, increasing the flow of tourists, and actively promoting Uzbekistan’s image.
We must increase the role of public diplomacy, especially party diplomacy, which is one of its essential forms.
One of the party’s essential tasks is to speed up the process of introducing Uzbekistan’s international initiatives to the general public.
We will strengthen cooperation with compatriots and ensure the rights of migrants
We support our compatriots abroad and create the necessary conditions for their active participation in our country’s development.
Systematic measures are taken to promote native language, national culture, and traditions among our compatriots abroad.
By reforming the system of foreign labor migration, we will expand the scope of vocational and foreign language training for our citizens who will work abroad.
We will create an opportunity for our compatriots working abroad to work in Uzbekistan and receive decent wages.
We will further increase legal and other assistance for our compatriots in challenging situations.
We will improve the social insurance system and continuous care for labor migrants and their family members.
We will create conditions for free study of the languages of the countries with the main migration flow for our young people who want to be employed abroad.
The volume of loans, subsidies, and grants for document preparation, insurance, travel fees, and other expenses when going abroad to work will be expanded.
Centers will be established in each region to teach citizens foreign languages and professions in high demand free of charge.
Ensuring national security is our priority
Our main goal is to further strengthen Uzbekistan’s state independence, inviolability of borders, and territorial integrity in the context of complex processes worldwide.
The party’s primary goal in this direction is to provide all-around support to national security and increase the country’s defense potential.
We support the provision of the most modern weapons and military equipment to our national army by 2030 to further increase its power, defense capabilities, and military potential.
The work started on raising the fighting spirit and potential of the troops, training military personnel, protecting them and their family members socially and legally, and educating our youth in the spirit of patriotism, which will be continued intensively.
Systematic work will be carried out to educate the young generation in the spirit of love and loyalty to the Motherland and independence and to unite around the idea of respect for national and universal values.
