5 goals and 500 tasks for the welfare of our people

Dear compatriots!

Uzbekistan, where you and I were born and raised, is one and only in this world! We have no other Motherland, no other homeland anywhere else. Therefore, to make our native land sacred and to turn our Motherland into a powerful, free and prosperous country, equal among equals, is our human duty and our filial obligation.

Our future generations will judge us by how we have fulfilled this sacred duty and honourable task. On this basis, it can be said that the people of Uzbekistan today must put all their strength, intellect and wisdom to full use to raise our country to new heights and to rise in every respect themselves!

Recognising that, under the leadership of the President of the Republic of Uzbekistan Shavkat Mirziyoyev, historic reforms have been carried out within a short period to support entrepreneurship, assist people in need, pursue a policy of openness, and strengthen the country’s economy and its standing in the international arena, the Liberal Democratic Party of Uzbekistan considers the consistent and resolute continuation of this good work to be the only right path to the advancement of our beloved Uzbekistan.

United on this great path and addressing you, the Movement of Entrepreneurs and Businesspeople – Liberal Democratic Party of Uzbekistan is the leading political force that has assumed responsibility for the full implementation of the Election Programme announced by the President of the country Shavkat Mirziyoyev at the party’s 8th Congress and of the “UZBEKISTAN – 2030” Strategy.

The party recognises that the main goal of the reforms being carried out in our Motherland is focused on the individual, on their free life, dignity and well-being. Today we are witnessing our people and state bodies, civil society institutions and the business community uniting around the noble aim of liberalising all spheres of life and achieving the 100 important goals set out in the “UZBEKISTAN – 2030” Strategy.

The new edition of the Constitution of the Republic of Uzbekistan, adopted by the will of our people in the referendum held on 30 April 2023, has created a solid legal foundation for building New Uzbekistan.

At the same time, further accelerating the country’s development in the renewed constitutional and legal environment is a requirement of the present day.

So that our people live prosperous lives, our children enjoy quality education and healthcare, our women and elders and all our compatriots live happily, our people’s tables are abundant and our tomorrow is bright, the party sets itself 500 tasks under the following 5 specific goals:

• Achieving the well-being of every person, family and society through sustainable economic growth;
• Ensuring quality education, healthcare and strong social protection;
• Creating favourable environmental conditions for the population;
• Building a fair and modern state in the service of the people;
• Guaranteeing the sovereignty and security of our country.

01 Through sustainable economic growth, we will achieve the well-being of every person, family and society

The renewed Constitution has established legal guarantees for creating a favourable business and investment environment and for the freedom of entrepreneurial activity.

At the same time, the scale of doing business in our country does not yet meet the requirements of the times, the potential of the sectors is not being used sufficiently, and there are many problems that must be solved promptly in order to earn the satisfaction of the population.

Therefore, the party proposes effective solutions for ensuring the welfare of the population through sustainable economic growth.

By 2030, gross domestic product will be brought to $160 billion and per capita income to $4,000. In this way, a solid basis will be created for Uzbekistan to join the ranks of the world’s countries with above-average incomes.

We will turn Uzbekistan into a country of entrepreneurs – we will take all necessary measures to increase the number of entrepreneurs to more than 3 million.

We will reduce poverty by creating sustainable jobs

• By the end of the next five years, our priority task will be to halve the level of poverty in our country.
• Our party sets as its most important task the development of mahalla-by-mahalla programmes for involving the population in entrepreneurship.
• Separate master plans will be drawn up for districts, cities and mahallas, and entrepreneurship will become a mass phenomenon. Unemployment will be brought down to a low level.
• The scale of vocational training will be doubled every year, and at least 1 million citizens will be trained in professions in demand on the market within five years. The share of non-state educational institutions will be raised above 30 percent, and mono-centres will be established in all districts (cities).
• A system will be introduced under which the state helps school graduates to acquire at least one profession.
• Within the framework of family entrepreneurship programmes, the volume of preferential loans will be increased by 30 percent every year.
• Social entrepreneurship will be further encouraged, and entrepreneurs who provide employment to people in need of social protection will be granted property and land tax benefits. We will introduce a system of credit holidays for citizens who find themselves in difficult circumstances.
• We will focus on developing internal labour migration. The sources of financial support for employment will be expanded.
• We will develop the system of private employment agencies.
• We propose distributing land newly brought into use to the population.

We will limit state interference in the economy and create a favourable business, investment and competitive environment

• We advocate sharply reducing state participation in the economy, increasing the share of the private sector through the privatisation of state property, and transferring monopolistic sectors to market principles.
• We will take all necessary measures to strictly prohibit officials of state bodies from interfering in entrepreneurial activity, including the activities of farmers (disposal of the harvest, price setting, etc.).
• We will strengthen the liability of officials of state bodies for any unlawful interference in the activities of entrepreneurs. We advocate ensuring that entrepreneurs who operate lawfully and pay their taxes on time are not subjected to inspections.
• We will strengthen criminal liability for violating the inviolability of private property, seizing land plots without complying with legal requirements, and causing damage to property.
• We advocate reducing the types of crimes related to entrepreneurial activity and liberalising this area. We will take measures to further simplify doing business and to abolish nearly 1,000 bureaucratic requirements.
• We will halve the number of licences and introduce a notification system for 60 activities for which licences will be abolished.
• We will wage an uncompromising fight against the scourge of the shadow economy by means that do not create obstacles for business.
• We will simplify the obligations of private-sector employers towards employees under labour legislation.
• In order to accelerate accession to the World Trade Organization, in particular, the benefits granted to entrepreneurs will be reviewed from the standpoint of fairness and equality.
• We advocate that inefficient enterprises, like the private sector, “pull their own cart” without receiving additional support from the state.
• We advocate expanding the implementation of public-private partnership projects in water management, ecology and energy.
• We will put forward an initiative to broadly involve private business in road construction and in gas and electricity supply.
• Over the next 5 years, we will take all necessary measures to raise the share of the non-state sector in the economy to 85 percent.
• We believe it is necessary to reduce the number of enterprises with a state share 6-fold.
• The Law “On Public Procurement” will be consistently improved in order to increase transparency in public procurement and further expand the participation of small businesses in it.
• We support measures to attract $250 billion of investment in the coming years, including $110 billion of foreign investment and $30 billion of investment under public-private partnerships.
• The necessary conditions will be created for reputable foreign banks to enter the banking market and for the expansion of non-bank financial services.
• The size of the stock market will be brought to $10 billion. The list of companies whose shares are to be offered in initial (IPO) and secondary (SPO) public offerings will be expanded.
• We believe it is necessary to draft the Law “On the Development of the Capital Market”.
• We will take concrete measures to develop the crypto-asset market and liberalise legislation in this area.
• We support the creation of the full legal framework for establishing a private funded pension system.
• We propose drafting an Investment Code.
• We will put forward an initiative to extend the term of land leases for foreign investors from 25 to 49 years.
• We propose drafting new laws “On Venture Investments” and “On Crowdfunding”.
• We will accelerate the adoption of the “Business Code”.

We stand for a stable, simple and fair tax policy!

• We will work towards simplifying the tax administration system, creating fair and equal conditions for all entrepreneurs in paying taxes, and pursuing a policy that ensures the stability of tax rates.
• We will take measures to sharply reduce the influence of the human factor in tax reporting.
• We propose setting the threshold of total income from the sale of goods for turnover tax payers at 5,000 times the base calculation value (BCV).
• We advocate abolishing certain requirements in the Tax Code and other regulatory documents for the registration of a business entity as a VAT payer, and optimising the monthly fee charged to entrepreneurs for the use of online cash registers by having their software maintained by the state.

We will turn industrial sectors and modern services into drivers of the economy

• We will take the necessary measures to develop industry based on advanced technologies, thereby increasing the volume of industrial output 1.4-fold and labour productivity 2-fold, and to implement large projects worth $115 billion.
• We will pursue a policy of reducing production costs in industry.
• We will hand over the management of special industrial zones to foreign companies on an outsourcing basis.
• Taking measures to increase car production to 1 million units per year is in line with the wishes of our electorate.
• We will support entrepreneurs in this sector in every way to turn Uzbekistan into a regional “textile hub”. All necessary measures will be taken to bring value added in industry to $45 billion and to create 2.5 million high-income jobs.
• We advocate increasing the financing capacity of the Industrial Development Fund to more than $1 billion.
• We will create the legal basis for allowing our entrepreneurs who have fulfilled their investment obligations in small industrial zones to privatise their land plots.
• We advocate allocating land in small and youth industrial zones to promising entrepreneurs with the benefit of paying in instalments over up to 10 years.

We will boost export potential

• The volume of exports will be brought to $45 billion.
• We will be the leading force in the swift realisation of the idea “New Uzbekistan – a land of competitive products”.
• Work will be carried out to establish special export zones with 50 reputable foreign brands and to reduce loan interest rates for exporting entrepreneurs.
• Two new industrial zones, each creating at least a thousand jobs, will be established in every district, and exports of “IT” services will be brought to $5 billion.

We will build a stable and efficient financial services market that ensures high economic growth

• In this area, the party will pay particular attention to ensuring fiscal stability, keeping inflation within forecast targets, and ensuring the stability of prices for basic goods and services. By lowering the cost of credit resources, we will take measures to reduce loan interest rates by 3-4 percentage points.
• We will bring annual lending to $40 billion, increase the ratio of credit investments in the economy to gross domestic product, and quadruple the volume of deposits.

We will develop infrastructure and tourism

• The construction of 5,500 kilometres of cement-concrete roads from district centres to every village and the full coverage of settlements by public transport will be at the centre of our attention.
• We will keep under strict control the targeted spending of the $2.5 billion to be allocated for supplying all settlements with drinking water. The uninterrupted supply of the necessary energy resources to the sectors of the economy and to the population will be one of our main goals.
• In order to expand the tourism industry in New Uzbekistan, tourism master plans for the regions will be developed based on the experience of developed countries. To make effective use of the potential of agrotourism, we propose developing the “Agrotourism – 2030” Strategy.
• We will assist in the adoption of a separate programme for the development of ecotourism in the Republic of Karakalpakstan and the Aral Sea region. Comprehensive assistance will be provided in attracting $14 billion of investment into priority sectors such as transport, road construction and water management on the basis of public-private partnership.
• We favour the modernisation of major airports and a further increase in the number of private airlines.
• We advocate involving the private sector in the reconstruction and maintenance of roads.
• We believe that the process of chaotic urbanisation must be brought to an end and put into order, taking serious account of the near and distant future. To this end, master plans for all settlements will be prepared.
• Facilities will be sited taking into account socio-economic and demographic growth.
• We recognise that implementing renovation programmes plays an important role in renewing multi-storey residential buildings in a state of disrepair.
• At the same time, these programmes must not infringe on the inviolability of individual residential and non-residential premises belonging to citizens and business entities.
• We advocate that the law on renovation now being drafted should absolutely guarantee the property rights and legitimate interests of homeowners and entrepreneurs.
• This is so that no decision concerning the fate of property is taken without the owner’s consent. In this area, too, we will exercise effective parliamentary and public oversight.
• We believe it is important to radically improve road infrastructure and to install road signs correctly and in the necessary places in order to sharply reduce road traffic accidents. We advocate allocating land plots to private entrepreneurs for building car parks in order to prevent congestion in cities and ensure road safety.
• We will fully cover villages and auls with the Internet and increase its speed 10-fold. We will widely introduce public-private partnership mechanisms in irrigation, drainage systems, waste processing, and the management of energy and heat supply systems at social facilities.

We will ensure food security and develop the agricultural sector

• In this regard, our main task is to fully satisfy the population’s demand for quality food products and to achieve stable prices for agricultural products on the domestic market.
• We will use every opportunity to raise the average income from 1 hectare of agricultural land to $5,000. We advocate establishing intensive orchards and vineyards on 300,000 hectares by developing unused land.
• We support setting up outlets in every mahalla that help with the receipt, sorting, storage, processing and sale of the produce grown. We will create the legal basis for developing cooperative ties among dehkan farms.
• We will set up 100 agro-logistics centres with a capacity of 2.5 million tonnes for storing the produce grown.
• We believe that tax benefits should be introduced for farms producing organic products.
• We will mobilise every opportunity to bring exports in this sector to $10 billion a year. We advocate the adoption of a National Programme on developing agriculture in line with climate change and preventing the degradation of soils and pastures.
• We will assist in implementing the initiative to attract $15 billion of investment into the sector.
• We propose expanding the capacities of the Council of Farmers, Dehkan Farms and Owners of Household Plots of Uzbekistan in protecting the rights of farmers and dehkans.
• We propose allocating preferential loans to farmers and dehkans and setting their repayment terms according to seasonality. We will improve the legal framework for turning agricultural land plots into a genuine market asset, selling lease rights in instalments, and using them as collateral.
• We will draft the Law “On Agro-Industrial Clusters”.
• We will improve the legal framework of the insurance system for agricultural crops and livestock.
• We will take measures to remove barriers to the import of high-yielding, disease-resistant plant seeds and seedlings from abroad.

We will focus on the digital economy and artificial intelligence

• We propose the adoption of programmes to create legal and financial conditions that encourage the development of the digital economy and innovation and the effective use of artificial intelligence, and to rapidly develop the digital industry.
• Accelerating the export activities of enterprises specialising in digital technologies will be at the centre of our attention. We will develop a programme for the development of the “chip industry”, artificial intelligence, nanotechnology and similar advanced sectors.
• We aim to establish general principles and norms, standards and rules for the introduction and application of artificial intelligence technologies and for digital data processing.
• We will regulate the commission rates deducted from taxi drivers in favour of taxi companies (electronic taxi services).

02 We will ensure quality education, healthcare and strong social protection

Our renewed Constitution proclaimed Uzbekistan a “social state”, and its social obligations have tripled.

In recent years, a great deal of work has been done to put the principles of the social state into practice, increase coverage and quality at all levels of education, provide qualified medical services, and improve the social protection system. However, there are still issues in this sphere awaiting solution.

We will achieve quality education

• We believe that New Uzbekistan must join the ranks of the world’s leading countries in education and intellectual development.
• We will guarantee that the demand for preschool education is fully met. In doing so, priority support will be given to public-private partnerships and non-state preschool educational organisations.
• Taking parents’ opinions into account, we will focus on equipping all kindergartens with a computer class.
• We will take measures to double the average salary of teaching staff at preschool educational organisations and general secondary educational institutions.
• We propose increasing the payments made to more than 153,000 class teachers in general secondary schools.
• In the coming years, the introduction of the State Programme for the Development of Schools will be at the centre of our attention. We regard creating an additional 2.5 million student places by 2030 and radically improving the quality of education as one of our main tasks.
• The number of non-state general secondary educational organisations will be doubled, and preferential loans totalling 1 trillion soums will be allocated to set up their activities.
• We will secure the introduction of a non-state “education audit” system that is independent of state organisations and assesses objectively. We advocate ensuring that non-state schools also take part in all competitions and events held among schools.
• Our party will work to further increase the rewards given to the teachers of pupils who win national and international olympiads. Enriching library collections and fully digitising them are also in line with the above goals.
• Our party takes upon itself the oversight of supplying kindergartens and schools with clean drinking water and of connecting them to the sewerage network or installing local sewerage systems.
• We will improve the vocational education system in line with international standards. We will mobilise all measures to raise the higher-education enrolment of graduates to 50 percent by 2030.
• Introducing at least 50 joint study programmes and a “double degree system” in cooperation with foreign higher education institutions in the world’s “Top-500” will serve to improve the higher education system.
• We will introduce the practice of granting long-term, preferential loans in foreign currency so that our young people can study at universities included in the global “Top-100” list.
• We will ensure oversight of the fulfilment of the tasks to build, in the coming years, additional academic buildings with 120,000 places and student dormitories with 150,000 places for higher education institutions.
• We will increase the effectiveness of research in higher education institutions and raise their research capacity to 70 percent.
• By 2030, we will achieve a 10-fold increase in the share of funds allocated to science in gross domestic product.
• We will actively support initiatives to raise the share of researchers under the age of 40 to at least 60 percent and to double the salaries of research staff on average.
• We will create the necessary conditions to bring the number of researchers per million population to 2,000.
• We consider it important to implement $200 million programmes to send talented young people to study at the most prestigious foreign higher education institutions at state expense in biotechnology, artificial intelligence and other high-tech fields.
• We will take all measures to ensure that Uzbekistan joins the Top-50 countries in the Global Innovation Index.
• We will take measures to double the number of new innovative developments and to commercialise these developments.

We strive for the enlightened advancement of society

• We will mobilise all our strength and capabilities to turn New Uzbekistan into a country of high culture and spirituality, where free and happy people live.
• In this connection, the concept “New Uzbekistan – an enlightened society” and a national programme for its implementation will be developed.
• Work will continue on paying constant attention to scholars and the creative intelligentsia, supporting them materially and morally, and improving their working and living conditions.
• Comprehensive measures will be implemented to further improve the material and technical base of cultural and sports institutions, libraries, theatres and museums.

We will ensure qualified healthcare

• Only a healthy people, a healthy nation is capable of great deeds. We will use every opportunity to accomplish the most important tasks, such as sharply reducing morbidity among the population, actively promoting a healthy lifestyle, and raising average life expectancy to 78 years.
• We have set as one of our main goals increasing the annual budget allocation for healthcare at least 2-fold over the next five years, that is, to $6 billion.
• We will focus primarily on disease prevention.
• In the coming years, we will mobilise all our efforts to reduce maternal and child mortality and hereditary diseases among children at least 2-fold, and premature mortality from cancer, cardiovascular disease and diabetes 2.5-fold.
• In order to reduce cancer among women, medical check-ups at appropriate intervals will be introduced for women over 40.
• We will develop the legal framework for guaranteed free medical care and its precise scope.
• We will accelerate the drafting of the bill “On Medical Insurance”.
• The party regards the full digitisation of the healthcare system as one of the tasks that cannot be postponed.
• We propose introducing a system of allocating loans to citizens for medical services.
• It is necessary to create an opportunity to obtain a preferential 3-year bank loan to restore one’s health.
• Measures will be taken to treat 5,000 children with heart defects and 10,000 infants at high risk of losing their sight free of charge every year.
• The necessary conditions will be created for cancer patients to receive treatment and recover, and they will be assisted in returning to normal life.
• The costs of stem cell transplantation for children with cancer from needy families will be fully covered by the state.
• The party proposes allowing non-state medical institutions to provide all medical services, other than the types of medical activity associated with a high level of risk to the life and health of the population and to sanitary and epidemiological well-being, and to perform complex operations, as well as further simplifying the licensing procedure.
• We propose introducing a “Social Package” system for highly qualified specialists in education and healthcare organisations in remote areas, which includes medical care, additional days of leave, travel allowances and housing rent.
• When doctors are sent abroad at state expense for the exchange of experience, we propose allocating quotas for doctors of non-state medical organisations as well.
• We are putting forward the introduction of a non-state medical insurance system alongside state medical insurance as an important initiative. In this way, measures will be taken to raise the share of the private sector in healthcare to 25 percent.
• A firm end will be put to the import into the country of substandard medicines that are dangerous to human life.
• Modern pharmaceutical clusters and zones will be established, and the efficiency of existing ones will be increased.

We will provide citizens with affordable housing

• We will put into practice the slogan “Let every family have its own home”!
• In the coming years, we will pay special attention to building 1 million housing units by directing $15 billion to additional housing construction.
• We will carry out systematic work to provide preferential and long-term loans to construction and contracting organisations and to the population.
• We will secure the allocation of preferential mortgage loans for the purchase of housing to persons under 35 with three or more children.
• A system will be introduced under which half of the value added tax is refunded to citizens who buy new housing.
• The shadow economy in construction will be eliminated. The “Prosperous Village” and “Prosperous Mahalla” programmes will be systematically continued.

We support decent social services

• Based on the principle “New Uzbekistan – a social state”, we will implement appropriate measures to further improve the quality of social services and reduce poverty. In this regard, the powers and scope of activity of the National Agency for Social Protection will be further expanded. We will ensure that salaried citizens are exempted from income tax on earnings of up to 3 times the minimum wage.
• We propose revising the established social norms for electricity and natural gas consumption, taking into account seasonality, the inclusion of household members in the social protection register, and the number of families.
• We believe it is important to ensure transparency and openness in financial reporting in the energy supply sector.
• Systematic work to support persons with disabilities will be continued.
• A system will be introduced under which persons with disabilities choose orthopaedic, rehabilitation and medical products and medicines themselves, and the state pays for them.
• The funds allocated to the provision of prosthetic and orthopaedic products will be increased by 250 billion UZS.
• We believe that the procedures for determining disability should be simplified, unnecessary red tape should be avoided, and the Medical and Social Expert Commissions should obtain information about patients from the electronic system and process documents electronically.
• The party will work systematically towards a transition to the social model of determining disability.
• It supports the creation of the necessary conditions for persons with disabilities who wish to work.
• Also, introducing a system of paying wages to people in need who care for a family member with a disability will serve the interests of both.
• We favour expanding the procedure for granting benefits to entrepreneurs who involve persons with disabilities in business and teach them to earn an income. We will focus on further popularising sport.

We will support the owners of our future – young people – in every way

• Our party works systematically to create rewarding jobs for young people and to help finance their business activities.
• It implements well-developed plans for training young people in crafts, modern professions and foreign languages, raising their spiritual and educational level, fostering a culture of reading, providing them with social support, and involving them widely in the “IT” sector and sport.
• We will actively support youth employment and entrepreneurship.
• In particular, we will fundamentally revise the system of training unemployed young people in modern professions. We will introduce the practice of vocational training based on orders from enterprises.
• The party undertakes to ensure that a “Youth Socio-Economic Centre” is established on an area of at least 100 hectares in each region. According to our plan, these centres will become a genuine “project factory” for our young people.
• To involve young people in entrepreneurship, we will expand microfinance services and create opportunities for the wide use of modern financial instruments.
• Young people starting their own business in rented premises will be reimbursed 50% of one year’s rent.
• We believe it is necessary to develop a system of paid internships for students in state organisations.
• We favour improving the activities of the “Career and Internship Centres” established at higher education institutions.
• The establishment of “Independent Development” centres in every mahalla to organise young people’s free time meaningfully is in line with the party’s youth policy.
• To further popularise the IT sector among young people and increase exports of services in this field, an integrated “IT education” and services chain consisting of “school – higher education institution – IT company” should be created.
• We propose building special housing for young people and issuing preferential mortgage loans to 1,000 young families every year.

We will create all the conditions for our women to live lives they are satisfied with

• Women’s rights and interests, increasing their economic, social and political activity, and gender equality will remain a key task for the party.
• We will consistently continue the policy aimed at boosting women’s entrepreneurship in society.
• We will pay serious attention to improving women’s skills in remote work and digital entrepreneurship.
• As a result, the unemployment rate among women will be reduced 2-fold. We favour increasing the share of women in management positions to at least 30%.
• We will strengthen the institutional and legal framework for expanding legal and psychological assistance services for women in difficult circumstances.
• We will work consistently to create a legal framework for introducing an online work system for women on maternity leave.
• To support women with young children who have become unemployed as a result of the closure of business entities, we will introduce an unemployment insurance system for them.

We will support the elderly

• We will put forward a proposal to adopt a separate programme for restoring the health of older people and ensuring meaningful leisure for them.
• We will help ensure that the more than three million senior citizens in our country undergo free medical examinations every year and receive treatment in hospitals and sanatoriums, and that trips around our country are organised for them.
• By adopting the law “On the Protection of the Health of Older Persons”, we will promote the strengthening of free medical and necessary social services for older people over 70. By improving the pension system, we will introduce the practice of paying out part of funded pension savings to citizens for their needs before they reach retirement age.

03 We will create favourable environmental conditions for the population

In recent years, comprehensive measures have been consistently implemented in our country to improve the environmental situation, ensure environmental safety, prevent the harmful effects of waste on human health, use natural resources rationally and improve sanitary conditions.

Across the country, within the framework of the nationwide project “Green Space”, 1 billion saplings have been planted, and forests have been created on 2 million hectares of the dried-up bed of the Aral Sea.

Over the past six years, the area in our country on which water-saving technologies have been introduced has exceeded 700,000 hectares.

Important steps have also been taken in Uzbekistan towards the transition to a “green economy”. However, alongside our achievements, we must not turn a blind eye to the fact that a number of problems still lie ahead of us awaiting solutions.

Cases of irrational use of water resources, dust and gas levels in cities exceeding the norm 4-fold, and the reduction of green spaces in the regions show that we still have much work to do in this area.

Therefore, we will take effective measures to protect our mother nature and pass it on intact to future generations.

We believe it is important to pay attention to the following in this area:

We will use water resources rationally

• We believe it is very important to introduce public-private partnership and outsourcing frameworks in water management.
• This is because the problem of water resources will remain the most pressing issue for our region and our country in the coming decades.
• Today, 70% of land is irrigated using old methods, and because 60% of canals are not concrete-lined, 16 billion cubic metres of water are lost every year. Therefore, water-saving technologies must be introduced on all cultivated land within five years.
• We will establish a procedure for introducing a system of reimbursing 50% of the costs of farmers and smallholders who have introduced water-saving technologies.
• We support the implementation of the “Clean Water” project, aimed at allocating consumer loans on preferential terms for installing water filters in citizens’ homes and introducing a single standard for the composition of clean water in our country.
• We will develop a draft Water Code. We will encourage the economical use of water in households, enterprises and organisations, and the education of the younger generation to this end.

We will ensure the right to a favourable environment

• To ensure citizens’ environmental rights and prevent damage to the environment, we will strengthen public control over urban planning activities and heat energy consumption.
• We will fully cover all villages and cities with municipal solid waste collection services and bring its recycling rate to at least 65%.
• We will adopt the “Clean Air – 2030 National Programme” to improve atmospheric air in all regions, first and foremost in the city of Tashkent.
• We consider it important to establish the practice of conducting environmental audits in the regions and making their results public. We will develop the necessary infrastructure for environmentally clean transport; it is necessary to adopt a law on additional incentives for popularising electric vehicles.

We will cut harmful emissions into the environment and reduce the negative impact of human activity on nature

• Energy sources such as coal and fuel oil are causing severe damage to the environment.
• In their place, it is necessary to introduce, step by step and on a wide scale, environmentally clean geothermal and other renewable types of energy.
• By introducing a “Trade-in” system for old motor vehicles, we will give citizens who wish to exchange them for vehicles meeting high environmental standards the opportunity to pay the required amount in long-term instalments.
• We believe these opportunities should be offered first and foremost to teachers and doctors. We believe that indicators of harmful emissions into the environment and the air by manufacturing enterprises should be calculated and a strategy for reducing them should be developed.
• We will grant benefits to enterprises that ensure the implementation of the strategy.

We will pay primary attention to the Aral Sea region

• We will create an additional 500,000 hectares of green areas on the dried-up bed of the Aral Sea, bringing their total area to 2.5 million hectares, or 78% of the territory.
• In the Aral Sea region, projects worth 300 million US dollars will be implemented on the basis of the programmes of the international Green Climate Fund and Global Environment Facility aimed at preserving biodiversity and preventing climate change and soil degradation.

We will further expand the nationwide project “Green Space”

• Allocating 400 billion UZS annually to increase green spaces will improve the ecological environment in residential areas.
• We believe that state agencies, enterprises and higher education institutions should also create their own gardens, and that contractors building new housing should be required to create a “green zone” and a car park.
• We will pay special attention to increasing green spaces, tree plantations and flower gardens in our country to 30%.
• We will take measures to create “green belts” in and around cities.

We favour expanding the scope of the “green economy”

• We believe that sustainable development in our country can be ensured only through “green” growth.
• We will increase renewable energy sources in our republic 2.5-fold, bringing their share of generated energy to 40%. We will develop the wide application of “green” technologies, the manufacture of environmentally clean products and the use of closed-cycle technologies in production.
• To ensure energy security and provide the economy with a stable energy supply, we support the development of infrastructure for the safe use of nuclear technologies and energy, and the construction and safe operation of a nuclear power plant.
• We will develop large-scale international cooperation on the transition to a “green economy”. A market for “green certificates” will be created in industry.
• We will consistently continue converting buses to environmentally clean electric power or gas fuel.
• Strict compliance with energy-saving requirements in construction will be ensured. Energy efficiency will be increased 2-fold.
• The widespread introduction of agrivoltaic practices in agriculture is proposed. We will consistently continue efforts to involve the private sector broadly in the production of environmentally clean energy.

04 We will build a just and modern state at the service of the people

Over the past period, an entirely new system of dialogue with the people has been created in our republic.

The institutional system of the state apparatus has been revised, and important changes have been made to optimise it and increase its efficiency.

Innovative approaches have been introduced into the system of providing public services.

At the same time, there are still many issues in these areas awaiting resolution. Firmly continuing the reforms being carried out to improve the system of state and public administration, to ensure an open civil society, the rule of law and the fair administration of justice, and to protect the rights of entrepreneurs is a requirement of the day.

Indeed, the renewed Constitution defines Uzbekistan as a state governed by the rule of law, and on this basis the norms on guarantees of human rights have also been increased 3-fold.

As a logical continuation of this work, we regard the task of building a state at the service of the people as one of the main principles of the development of New Uzbekistan.

State and public administration serves to ensure human rights and freedoms

• First of all, we rely on the principle that ensuring the individual and his or her rights and freedoms must be the highest priority of state policy and of the activities of all state bodies.
• State bodies must be an effective instrument for serving the people. We will mobilise our efforts and capabilities to further strengthen the principles “Law and justice are paramount” and “Punishment for crime is inevitable” in our society, and to turn law enforcement agencies into bodies that serve solely the interests of the people.
• The use by civil servants of excessively expensive items at the expense of the state budget will be restricted, and the purchase of expensive cars and telephones at state expense will be regulated.
• To reduce budget expenditures, we propose revising the number of official vehicles in the executive branch.
• We will vigorously pursue the principle of eliminating bureaucracy through digitalisation.
• By transferring at least 300 public services (40%) to the private sector and reducing the need for citizens’ personal presence 2-fold, we will create new conveniences for the population.
• By abolishing unnecessary formal procedures, such as writing applications and filling in various forms, when citizens apply for public services, we will create a system in which state agencies obtain the necessary documents from the electronic database themselves.
• We favour strengthening the accountability of budget organisations to parliament and local Councils in ensuring the transparency of their expenditures. We believe that working-time norms must be strictly observed in all work collectives, regardless of the form of ownership.

We will develop civil society and the institution of the mahalla

• By improving local governance, we will turn the local Council into the true voice of the people. We will strengthen the system that ensures the accountability of hokims to the Council and increases their responsibility and liability.
• The scope of responsibility and the specific tasks of the hokim and the local Council will be defined. More than 500 legislative acts relating to the activities of local Councils will be systematised.
• The party will put forward an initiative to improve the legislation on non-governmental non-profit organisations based on an analysis of legislation and law enforcement practice, as well as advanced foreign experience.
• In ensuring the well-being of the population, we will pay special attention to turning the mahalla into a “bridge” between the public and state bodies. The task of turning mahallas into places that resolve most of citizens’ problems on the “one step” principle is extremely urgent.
• To further improve the living standards of the population, we propose a 3-fold increase in the funds allocated to the “Participatory Budget”.
• We propose removing the financing of preschool education institutions, schools and medical institutions from the “Participatory Budget” project and transferring them to financing through separate sectoral programmes.

We will ensure the rule of law, the fair administration of justice and fairness as the foundation of a people-oriented state

• We believe that the rule of law, guaranteeing the independence of the judiciary and ensuring justice are the main tasks of the state.
• We will ensure that in New Uzbekistan only the law and the courts are the defenders of citizens and businesses.
• An independent judicial system and the fair administration of justice are the guarantee of the rule of law. By establishing effective public control over the activities of state bodies and officials, we will mobilise all possibilities to achieve the fair administration of justice.
• Drawing on advanced foreign experience, we favour introducing into practice the “right of judicial precedent”, which, in the application of legislation, allows a judicial act issued in a specific court case to be applied to other cases of the same type. We favour creating an opportunity for reconciliation at the request of the victim, even without initiating a criminal case.
• Alternative punishments and other measures of legal influence will be expanded so that persons who have committed crimes can take the path of correction in the future.
• We propose that the question of authorising restrictions on a person’s rights during an investigation be considered by separate judges. The practice of “investigation in custody” for economic crimes will be ended, and instead an opportunity will be created for the wide use of bail as a preventive measure.
• In this regard, the opportunities for the accused or defence counsel to apply to the courts to change the preventive measure will be expanded.
• We favour introducing standards of communication with citizens for officers of the internal affairs and National Guard bodies, thereby turning them into defenders in the true sense of the word in the eyes of the people. We support strengthening the requirements for handling personal data in all areas.
• Our ultimate goal is to ensure the inviolability of our citizens’ private lives and to protect their property and funds from fraudsters and cybercriminals.
• We put forward the proposal to take measures to sharply reduce road traffic accidents, to strengthen criminal liability, and to deprive drivers who drive at high speeds of the right to drive a vehicle.
• We favour proposing that persons who have lost their breadwinner as a result of road traffic and other crimes be granted the right to recover payments from the guilty persons until they reach the age of 18.
• The activities of the Chamber of Advocates in protecting advocates and ensuring their rights and legitimate interests will be improved.
• By introducing a rating of advocates, a competitive environment will be developed in the advocacy system, and the number of capable advocates will increase.
• The party proposes revising a number of norms that hinder doing business:
• – abolishing the administrative liability established for failure to submit information on a change in an entrepreneur’s address or bank details or on their re-registration;
• – establishing at the level of law that the suspension of transactions on the bank accounts of business entities may be authorised only by court order;
• – establishing in law the obligation of supervisory bodies to notify the Chamber of Commerce and Industry at least 10 working days before conducting an inspection;
• – differentiating the amount of administrative fines for violations of tax discipline, taking into account the impact of the economic consequences caused by the offence;
• – establishing in legislation that the failure of business entities, owing to reasonable business risks, to fulfil their contractual obligations to banks and other financial organisations in respect of services provided to them, including loans granted, shall not constitute grounds for holding them criminally liable.

We will continue the policy of openness and expand dialogue with the people

• Consistently continuing the policy of freedom and openness, we will firmly guarantee the freedom of activity of the mass media and citizens’ rights to receive, use and disseminate information.
• We support resisting any attempts against freedom of speech and developing an independent non-state press system.

We will step up the fight against corruption

• We will vigorously continue efforts to increase the effectiveness of the system for eliminating corruption factors and to foster an attitude of zero tolerance towards corruption in society.
• We will take measures to raise state policy in the fight against corruption to a new level.
• We will adopt a National Strategy for Combating Corruption for the period up to 2030.

05 We will guarantee the sovereignty and security of our country

The renewed Constitution establishes that the Republic of Uzbekistan pursues a peace-loving foreign policy aimed at the comprehensive development of bilateral and multilateral relations with states and international organisations.

Accordingly, we will develop friendly relations and mutual cooperation with far and near countries in all spheres.

We believe that democratic and socio-economic transformations can be carried out and society can be developed only when peace, stability, and interethnic and civil harmony endure in our country. In this area, we will make a worthy contribution to the fulfilment of the following tasks.

Ensuring religious tolerance and interethnic harmony in our country and protecting our citizens from various ideological threats and harmful movements and ideas will remain the constant focus of our attention.

In order to study in depth and widely promote our religious and spiritual heritage, we will establish cooperation so that the capabilities of the International Islamic Academy of Uzbekistan, the International Centre of Islamic Civilization and other scientific and educational centres are fully utilised.

We will continue an open, pragmatic and active foreign policy

• The party firmly holds the position that the foreign policy of New Uzbekistan must be pursued solely on the basis of the national interests of our people.
• We support developing relations and cooperation with far and near countries and international organisations on the basis of this principle. We are in favour of continuing an open, pragmatic and active foreign policy.
• In foreign policy, the party will use all its capabilities to rapidly develop relations of good-neighbourliness and strategic partnership with neighbouring states.
• We support the active promotion of Uzbekistan’s initiatives in the political, trade-economic and cultural-humanitarian spheres in the international arena, and raising practical cooperation in Central Asia in various areas, especially the rational use of water resources and the development of transport corridors, to a qualitatively new level.
• We favour strengthening practical relations in a new format with the world’s leading powers and our other strategic partners.
• We believe that cooperation in Central Asia in the security, trade-economic, water, energy and transport, and cultural-humanitarian spheres should be raised to a qualitatively higher level.
• In particular, efforts to ensure peace and tranquillity in neighbouring Afghanistan must be continued without interruption.
• In the transport sector, expanding “green corridors” and transit opportunities for foreign trade is of great importance. It is necessary to strengthen foreign relations in science, education, healthcare, culture, sport and tourism.
• The party is in favour of strengthening economic diplomacy.
• Attracting investment and innovation on a broad scale, increasing the flow of tourists and actively promoting Uzbekistan’s image must become the main task of all our diplomatic missions.
• We must steadily increase the role of people’s diplomacy, especially party diplomacy as one of its important forms.
• Accelerating efforts to bring Uzbekistan’s international initiatives to the wider public will remain one of the party’s important tasks.

We will strengthen cooperation with compatriots and ensure the rights of migrants

• By supporting our compatriots abroad, we will create the necessary conditions for their active participation in the development of our country. Systematic measures will be taken to promote the native language, national culture and traditions among our compatriots abroad.
• By reforming the system of external labour migration, we will expand the scope of vocational and foreign-language training for our citizens going abroad to work.
• For our compatriots working abroad, we will first and foremost create opportunities to work in Uzbekistan and receive decent wages.
• We will further increase legal and other assistance to our compatriots who find themselves in difficult situations.
• We will improve the system of constant care and social insurance for labour migrants and their family members.
• We will create conditions for our young people who wish to take up gainful employment abroad to learn, free of charge, the languages of the countries that receive the main migration flows.
• The volume of loans, subsidies and grants for document processing, insurance, travel costs and other expenses when going abroad to work will be expanded.
• Centres that teach citizens foreign languages and in-demand professions free of charge will be set up in every region.

Ensuring national security is our priority goal

• In the context of the complex processes taking place in the world, our main goal will be to further strengthen the state independence of Uzbekistan, the inviolability of its borders and its territorial integrity.
• The party’s main goal in this area is to provide comprehensive support to the national security sphere and to enhance the country’s defence potential.
• To further increase the might of our Armed Forces, our defence capability and our military potential, we support equipping our national army with the most modern weapons and military equipment by 2030.
• The work that has begun on raising the fighting spirit and potential of the troops, training military personnel, providing social and legal protection for them and their family members, and educating our young people in the spirit of patriotism will be vigorously continued.
• Systematic work will be carried out to educate the younger generation in the spirit of love and devotion to the Motherland and to independence, and to unite them around the idea of respect for national and universal human values.

Setting itself the goals and tasks outlined above, our party, as the leading political force working to liberalise all spheres of the life of society and the state, calls on our dear people to unite and become a mighty force in our one Motherland!

New Uzbekistan is becoming, and must become, a country where human dignity is exalted and where every citizen has all the opportunities to realise their potential! Our people want to see this in their lives not tomorrow, not in the distant future, but today.

In pursuit of this lofty goal, our party, under the leadership of our President and together with our people, will firmly continue its noble work aimed at the unconditional implementation of the “Uzbekistan – 2030” Strategy and at building in our country a free and prosperous life and a new state and a new society in which human dignity is cherished.

We will mobilise all our efforts and capabilities to justify the high trust that will be placed in our party and its candidates in the upcoming election.

Only we can achieve these great goals aimed at making the lives of our people even more prosperous! Only we, together with our people, can accomplish them!
