A unified management system to be established for education and science
Uzbekistan is placing greater emphasis on education and carrying out wide-ranging reforms at every level, from preschool through higher education and scientific research. A key priority is to modernize continuous education and upbringing, develop human capital, and ensure continuity and coherence across all stages of education.
The Presidential Decree of October 3 this year, “On the establishment of the Ministry of Education and Science of the Republic of Uzbekistan”, has given fresh impetus to ongoing reforms in this area, marking the beginning of a qualitatively new stage in the management of education and science.
The establishment of the Ministry of Education and Science through the merger of the Ministry of Preschool and School Education and the Ministry of Higher Education, Science and Innovation, as stipulated in the decree, is primarily aimed at ensuring continuity across different levels of education, introducing a unified approach to management and strengthening the integration of education and science.
Ongoing reforms in the education sector focus on improving governance efficiency, enhancing education quality, and training qualified professionals who meet modern requirements. The merger of the two ministries will strengthen coordination between preschool, school, vocational and higher education, enabling them to be managed within a unified system.
Under the new approach, responsibilities for managing educational institutions and ensuring education quality will be clearly defined. Curricula, textbooks and teaching materials will be improved in line with modern requirements, and their effectiveness will be regularly assessed. The key benchmark will be the “Portrait of an Uzbek School Graduate”, which focuses on nurturing young people equipped with modern knowledge and skills and capable of independent thinking.
Reducing state intervention in higher education, expanding university autonomy and creating greater opportunities for the development of the private education sector will strengthen a healthy competitive environment. In this process, students will choose institutions that provide quality education, while universities will strive to continuously improve their academic programs, teaching staff capacity and modern educational approaches.
The new approaches will improve the quality of education, enhance teachers’ professional competencies, develop private education, and foster a healthy competitive environment. Most importantly, they will expand opportunities to equip young people with modern knowledge and professional skills, preparing them to become competitive professionals who meet labor market demands.
