At the meeting of the faction of the Movement of Entrepreneurs and Businesspeople – Liberal Democratic Party of Uzbekistan in the Legislative Chamber of the Oliy Majlis on July 28, 2025, the discussion first focused on the recent visit of the Head of State to Jizzakh region.

Faction members noted that the proposals and initiatives put forward by the President during the visit would serve to enhance the country’s economic potential and improve the well-being of the population. In this context, they identified the priority tasks facing the party and its faction.

The meeting also covered a draft law aimed at improving the activities of local state authorities.

As noted, since the draft law separates the positions of Chairman of the local Council and Hokim, nine existing codes and seventy-one laws are being revised. Under these amendments, the responsibilities and functions of local state authorities are redistributed between representative and executive bodies based on the principle of “Strong Council, accountable and proactive Hokim”.

In addition, twenty-eight powers of the hokimiyats are being transferred to local Councils. As a result of clarifying the general powers granted to local state authorities in the legislation, an additional thirty-three powers are also being transferred, making a total of sixty-one powers.

In particular, broad powers are being assigned to local representative bodies, including determining the main directions of development in the regions, approving comprehensive programs, and ensuring the rule of law.

Local executive authorities, on the other hand, are tasked with ensuring the implementation of adopted legislation and programs, as well as carrying out other responsibilities and functions related to execution.

Faction members raised several questions regarding specific provisions of the draft law. After receiving clarifications from the initiators of the bill, the document was endorsed.
