Additional conveniences to be created for the population

At the next meeting of the UzLiDeP faction in the Legislative Chamber of the Oliy Majlis, draft laws aimed at improving the migration management system and creating additional conveniences for the population in the use of vehicles were thoroughly reviewed.

Deputies first discussed the draft law “On introducing amendments and addenda to certain legislative acts of the Republic of Uzbekistan in connection with the improvement of the migration management system”.

It was noted that in recent years, extensive efforts have been made in the country to protect citizens’ labor rights, improve the efficiency of governance by reforming the migration management system, and expand the participation of the private sector in the field of migration.

Despite these efforts, there remains a need to improve law enforcement practices in the migration sphere, ensure transparency in service delivery processes, regulate the activities of private employment agencies, and strengthen their accountability.

This draft law introduces amendments and additions to the Code of Administrative Responsibility, the Law “On private employment agencies”, and the Law “On employment of the population”. These changes are aimed at clarifying the powers of the Migration Agency under the Cabinet of Ministers and expanding the rights and obligations of private employment agencies.

Faction members noted that many of the proposals put forward by deputies during the preparation of the draft law for the second reading had been taken into account and reflected in the text of the document. At the same time, several clarifying questions and additional proposals were raised regarding specific provisions of the draft law.

In particular, Deputy Shukhrat Sharafutdinov questioned the initiators of the draft law regarding the proposed amendments to Article 99 of the Law “On employment of the population”. The responsible officials provided detailed explanations on the matter raised.

Following extensive discussions, faction members approved the document, taking into account that it is aimed at protecting the rights of citizens of the Republic of Uzbekistan who wish to engage in temporary labor activities abroad.

At the meeting, the draft law “On introducing amendments and addenda to the Code of Administrative Responsibility of the Republic of Uzbekistan” was also at the center of discussions.

This draft law introduces the sanction of a “warning” into the Code of Administrative Responsibility and provides for the application of this measure for traffic safety-related offenses of low social danger.

During the discussions, faction members Erkin Zokhidov, Nodir Jumayev, and Muqaddas Akhmedova shared their opinions and proposals regarding the innovations envisaged in the draft law, while also raising clarifying questions on specific provisions. The initiators of the draft law provided detailed information on the issues raised.

Faction member Ruslan Sobirov, speaking on the importance of the draft law, emphasized that the document is aimed at creating additional conveniences for the population in the use of vehicles and addressing specific problems that have long troubled citizens in this field, noting that it deserves support.

After debates, questions, and answers, the draft law was supported by the deputies.

The meeting also covered several other issues related to the activities of the faction.
