Improving regulations on the circulation of precious metals and gemstones

At the meeting of the UzLiDeP faction in the Legislative Chamber of the Oliy Majlis, several draft laws were reviewed aimed at improving the organization of transport services and regulating relations concerning the circulation of foreign currency, precious metals, and gemstones.

The discussion first focused on the crucial tasks facing the UzLiDeP faction in ensuring the implementation of the priority objectives set during the President’s visit to Kashkadarya region on June 19-20 this year, which was dedicated to closely examining regional development and the effectiveness of reforms.

Faction members Khushvaqt Khaitov, Nargiza Salomova, and others spoke about the significance of this visit, noting that the priority tasks set for the comprehensive development of the region place great responsibility on deputies and party activists.

It was emphasized that members of parliament, in the course of their activities in electoral districts, must convey the substance of each assigned task to the heads of local executive authorities and establish public oversight over their implementation.

At the meeting, lively discussions were held on the draft law “On introducing amendments and addenda to certain legislative acts of the Republic of Uzbekistan aimed at improving relations concerning the circulation of foreign currency, precious metals, and gemstones”.

It was noted that in recent years, large-scale reforms have been carried out to improve the currency sector and regulate relations in the circulation of precious metals and gemstones.

At the same time, several problems and legal gaps persist in the fight against the illegal circulation of currency valuables, necessitating their address.

This draft law aims to ensure the uniform application of legislation in the fields of foreign currency, precious metals, and gemstones, thereby preventing offenses on time and guaranteeing the inevitability of punishment for crimes.

It introduces amendments to the Criminal Code and the Code of Administrative Responsibility of the Republic of Uzbekistan, providing for administrative and criminal liability for the unlawful acquisition or transfer of precious metals and gemstones.

In addition, the concepts in legislation relating to currency valuables, precious metals, and gemstones are being harmonized. It is also envisaged to abolish administrative liability for evading the mandatory sale of part of foreign exchange earnings.

During the discussions, faction members Otabek Musurmonov, Saydullo Azimov, and others highlighted the importance of the document and questioned the initiators regarding specific provisions. The responsible officials clarified the issues raised and emphasized that the proposals would be taken into account during the process of improving the draft law and reflected in its final text.

At the meeting, the draft law “On social work” was also reviewed in the first reading.

Faction member Mavluda Ibragimova, speaking about the essence of the draft law, emphasized that it defines the main principles of state policy in the field of social work, the areas in which social work will be organized, interagency cooperation in its implementation, as well as the status, duties, and responsibilities of social workers, and the powers of the specially authorized state body.

The deputy also noted that this document aims to comprehensively support vulnerable segments of the population, improve the quality of social services, and regulate legal relations in this field, calling on faction members to support it.

Other issues included on the agenda were also considered at the meeting.
