On August 11 of this year, a regular meeting of the Political Council of the Movement of Entrepreneurs and Businesspeople – the Liberal Democratic Party of Uzbekistan was held. The participants extensively discussed the work carried out in the first half of this year and the upcoming tasks related to the implementation of the goals and objectives outlined in the party’s Election Program for 2025-2029.

As emphasized during the event, the party’s Election Program is in harmony with the reforms being implemented by the President, encompassing mutually aligned goals and objectives aimed at ensuring the country’s development and the well-being of the people. This alignment is particularly evident in areas such as economic liberalization, private sector development, support for entrepreneurship, and initiatives to increase the economic activity of youth and women. The initiatives put forward by the Head of State in recent years, particularly the long-term priorities of innovation-driven development, broad implementation of the digital economy, enhancing export potential, and strengthening international relations, fully correspond to the priority areas of the UzLiDeP Election Program.

Based on this, it can be stated without exaggeration that the party, through its program, fully supports the consistent reforms being carried out in the country and mobilizes all its efforts in this direction. In particular, it recognizes that the initiatives recently proposed by the President at the Third United Nations Conference on Landlocked Developing Countries hold not only national but also significant regional importance.

At the meeting, it was noted that during the past six months, the party, in line with the domestic and foreign policies of the President, has paid special attention to engaging in dialogue with the public, developing entrepreneurship, and reducing the tax burden for entrepreneurs, as well as ensuring social protection for the population. It was emphasized that efforts have been made to implement projects in these areas and to take into account the interests of the electorate when adopting laws.

In particular, in the area of lawmaking, the party faction developed one draft law during the past half-year and participated as a co-initiator in seven draft laws. These laws ranged from expanding entrepreneurial freedom to improving state policy in artificial intelligence, publishing, and religion. At the same time, within the framework of parliamentary and deputy oversight, reports by ministers and heads of state bodies were heard, and 21 deputy inquiries were submitted. In addition, members of the faction, as part of the groups of the Legislative Chamber, conducted on-site studies to examine the implementation of key tasks set within the priority areas for the country’s socio-economic development in 2025.

At the same time, in line with the tasks set during the meetings chaired by the President in the first quarter of this year, working groups were formed. Together with members of the faction, deputy groups in local councils, and representatives of primary party organizations, efforts were undertaken to work with local communities, address public concerns and appeals, and promote entrepreneurship in the most remote areas. These activities were studied in the context of Jizzakh, Navoi, Syrdarya, Surkhandarya, Tashkent, Andijan, and Khorezm regions.

During the study, the activities of farming and agricultural enterprises, the effectiveness of efforts to develop entrepreneurship in rural areas, and the production processes in small industrial zones were examined. In addition, the implementation of targeted programs for introducing water-saving technologies, poverty reduction, ensuring employment, and addressing systemic social issues was discussed. Furthermore, attention was given to expanding public-private partnerships, implementing investment programs, and enhancing construction, energy, including energy efficiency, as well as improving public transportation coverage in residential areas.

Today, extensive opportunities are being created for young people to acquire modern knowledge and professional skills. In particular, during the reporting period, party projects aimed at developing the field of information technology, enabling youth to gain modern knowledge and skills, and creating new jobs in the IT sector were implemented.

Over the past six months, 272 such events organized by the party engaged 84,000 young participants. Through projects such as “League of Young Entrepreneurs”, “From Diploma to Business”, and “My Idea”, opportunities for young people to enter the business sphere are being expanded. Communication has also been established with young compatriots abroad, and the projects “Voice of the Compatriot” and “Advice to the Compatriot” have been implemented.

The “Women’s Wing” plays a significant role in providing targeted assistance to various segments of the population. Over the past six months, 1,776 events were held, covering more than 69,000 women. Through initiatives such as the “Businesswoman 2025” contest, as well as the “Women Builders”, “Towards Health”, and “Prosperous Family” projects, thousands of women have been employed, loans have been allocated, and families on the verge of divorce have been reconciled.

These projects serve to increase the socio-political activity of women, engage unemployed women in entrepreneurship and vocational training, ensure their employment, and discover new aspiring businesswomen.

In recent years, reforms in the country have gained unprecedented momentum. Modern approaches and several new systems proven effective in international practice are being introduced in many sectors. The aim is to promptly and effectively implement the tasks set out in the New Uzbekistan 2030 Strategy, create decent living conditions for people, and prepare healthy, educated, and highly qualified professionals. Accordingly, the tasks outlined in the party’s program must also keep pace with the times. Based on this, it was noted at the meeting of the Political Council that the current pace of reforms requires updating the party’s program. The composition and responsibilities of the working group tasked with preparing the party’s updated program were approved at the meeting.

Decisions were adopted on all matters discussed during the meeting.
