During an open dialogue with investors and entrepreneurs on accelerating construction in New Tashkent, the President emphasized that the new city should become more than a residential area. It should develop into an independent economic hub that attracts businesses and offers opportunities in education, healthcare, tourism, and services.

During the discussions, several initiatives were proposed to develop urban infrastructure, improve amenities for residents, and enhance service quality. In particular, entrepreneurs proposed expanding valet parking services to reduce traffic congestion and provide greater convenience for customers.

In response, the UzLiDeP faction in the Legislative Chamber of the Oliy Majlis held a roundtable discussion on the legal regulation of valet parking services.

The event brought together faction members, representatives of the Ministry of Internal Affairs, the Ministry of Justice, the Tashkent City Administration, insurance companies, the Tourism Development Association, and the Institute for Parliamentary Studies, as well as entrepreneurs and media representatives.

As noted during the discussion, valet parking services currently provide convenience for both residents and businesses. However, clear legal rules are needed to govern the acceptance, storage, and return of vehicles to their owners. Legislation should therefore regulate relations between service operators, their employees, and vehicle owners.

The roundtable participants discussed introducing key definitions into the Law “On Road Traffic”, including valet parking services, service operators and employees, and designated areas for handing over and returning vehicles. They also considered strengthening road safety requirements, ensuring the free movement of pedestrians, compliance with stopping and parking regulations, allowing only employees with valid driving licenses for the appropriate vehicle category to operate vehicles, and ensuring service areas are established in accordance with the law.

In addition, it was emphasized that valet parking services must not be used as grounds for stopping in prohibited areas or for the unauthorized occupation of roads and sidewalks.

The event also addressed proposed amendments to the Civil Code, particularly the need to establish a legal framework for valet parking service agreements, introduce procedures for confirming the handover of vehicles, documenting their condition and any existing damage, defining operators’ liability for safeguarding vehicles, and clearly establishing procedures for compensation in the event of damage.

As noted during the event, ensuring transparency and compliance with the law in the valet parking services market, reliably protecting consumer rights, and improving service quality and safety are particularly important. It is also essential to establish clear legal requirements for service providers to foster fair competition, prevent unjustified disputes and hidden charges, and clarify insurance-related responsibilities.

During the discussions, participants heard opinions, practical insights and proposals from industry representatives, insurance specialists and entrepreneurs. The question-and-answer session focused on preventing potential disputes arising from service provision, introducing clear and fair rules for businesses, clearly defining liability for damage to vehicles, and improving insurance mechanisms.

Following the event, participants emphasized the importance of thoroughly examining the proposals and recommendations put forward and taking them into account in the legislative process. Tasks were also outlined for drafting the relevant legislation.
