A model of modern urban development

A model of modern urban development

The President’s review of projects being implemented in New Tashkent and his cordial discussions with investors clearly demonstrate that the country’s approach to urban development is entering a new phase.

More than $2 billion has already been invested in the area, seven facilities worth a total of $1 billion have been commissioned, and construction has begun on ten major projects valued at an additional $2.5 billion, highlighting the scale of this undertaking. In particular, the development of modern energy systems, utility networks, green spaces, educational institutions and transport infrastructure is laying the foundation for the new city’s long-term development.

One of the most important aspects of this project is its aim to combine economic growth with a comfortable living environment. Initiatives to establish 2,000 hectares of green spaces and 500 hectares of parks in New Tashkent, generate electricity from waste and use solar panels demonstrate that environmental considerations also play an important role in the city’s development. This approach makes it possible to assess the results not only by the scale of construction but also by the quality of the environment being created, its environmental sustainability and its suitability for residents.

During his discussions with investors, the President paid particular attention to increasing private-sector participation, eliminating unnecessary bureaucratic barriers, and simplifying procedures for implementing business projects. This is particularly important because building a major city requires not only state-led infrastructure development but also clear, stable conditions for private investment. Transparency in land allocation, permit issuance and project implementation builds investor confidence, promotes healthy competition and stimulates economic activity.

Notably, measures to reduce infrastructure fees for service facilities, tourism establishments, business centers, private schools, kindergartens and hospitals are designed to encourage entrepreneurial initiatives. In practice, these opportunities will lay the groundwork for establishing new businesses, creating more jobs and expanding access to quality services for residents.

It is envisaged that entrepreneurs from other regions of the country, along with those based in the capital, will also be able to benefit from the economic opportunities offered by New Tashkent. This, of course, reflects equality and transparency. The approach adopted for allocating land plots to entrepreneurs from different regions is also particularly important for expanding interregional economic cooperation and stimulating investment activity across the country.

We, as elected representatives, must work to improve legislation and ensure that the opportunities created for investors, measures to support entrepreneurship and urban planning requirements are effectively aligned. At the same time, construction quality, environmental standards, transport accessibility, social infrastructure and the protection of citizens’ legitimate interests will remain under constant scrutiny.

Ultimately, the true success of New Tashkent will be measured by the number of new jobs created, the living conditions provided for residents and the extent to which a favorable business environment has been established for entrepreneurs. In this regard, consistently implementing the projects launched today will provide valuable experience in advancing modern urban development practices and establishing new economic centers across the country.

Oybek Yuldoshev,

Deputy of the Legislative Chamber of the Oliy Majlis
